Any person who shall hereafter carelessly or negligently burn or set fire to any brush, paper or other material on any street, alley, yard, open lot of land, field or woods, within the corporate limits of the Town, or who shall be careless or negligent in taking care of any fire started by him, whether carelessly or negligently started or not, shall, in the event that a fire alarm is sent in and the Fire Department is called by reason thereof, be liable to the penalty stated in Chapter 1, General Provisions, Article III, General Penalty.
