A.

B. 
Flow for facilities that have combined uses shall be determined by the summation of all appropriate projected flow values for each use.
C. 
The Boonton Sewer Department recognizes that the table in Subsection A above may not cover all establishments and facilities, and in particular facilities that require an industrial treatment works approval. In the event that a facility is not covered, the applicant shall propose the projected flow based upon operation of similar facilities or best professional judgment. The Department reserves the right to accept, modify or deny the proposed flow values.
D. 
Residential sewer rates.

(2) 
Assign sewer service units to existing industrial customers based on fact-based estimates of the facility's metered water consumption, including private wells and other non-Town utility water sources and the amount of water used in the manufacturing process that does not enter the sewer, which is subtracted from the estimated water consumption. These estimates must be certified by a professional engineer registered in the State of New Jersey. Alternatively, the Town may, at any time and at its sole discretion, set the number of assigned service units to an existing industrial customer at 66.7% of the customer's highest annual water consumption during the last five years.

F. 
Sewer rate for customers using private wells or other water systems. A sewer customer that uses water from sources other than the Town, including private wells or other water systems that is used inside the building, may enter the sewer system, or is interconnected with the water from the Town, must meter, at the owner's expense, each of the non-Town water sources in accordance with the Town's requirements with meters specified by or supplied by the Town for a fee. The meters shall be read by the Town for the purpose of charging sewer charges. If the customer uses metered water from another public water utility, the readings of that utility's meter may be used.

G. 
Classification of sewer customers. Industrial customers are defined as commercial establishments with 20% or more of their water used in a manufacturing process.

A. 
Charges shall only be made to those owners of dwellings and buildings that are connected to sanitary sewers.
B. 
The charges set forth herein shall be due and payable as of the effective date of Ordinance No. 4-91.[1]

In cases where the character of sewage or industrial waste discharged from any building or premises is such that it imposes an additional burden upon the sewerage system above that imposed by the average sewerage entering the sewerage system, such additional cost necessitated thereby shall be an additional charge over the rates hereinabove set forth.
A. 
The charges established herein shall be assessed against the property owners.
B. 
Quarterly bills shall be sent out on a monthly basis. The bills are payable within 15 days after the billing date or shall become a lien against the property.
C. 
Owners of property to which water service is discontinued and the water meter removed, shall be exempt from assessment of quarterly charges until such time as the water meter is reinstalled.
