It shall be unlawful for any person to erect, alter, relocate, reconstruct or maintain or cause to be erected, altered, relocated, reconstructed or maintained within the corporate limits of the Town, any exterior sign such as referred to hereinafter, without first having obtained and paid for and having in force and in effect a permit from the Construction Official and Zoning Officer and without complying with the provisions of this chapter.

A. 
Any person desiring to procure a permit shall file a written application on forms furnished by the Construction Official and Zoning Officer. In case the applicant is not the owner, the application shall be accompanied by the written consent of the owner of the premises.
B. 
Such application shall contain an accurate description of the location or proposed location and character of each sign it is desired to erect, alter, or relocate, the name and address of the applicant and such other information as the Construction Official or Zoning Officer may require. The application shall be accompanied by a plan or design of the proposed sign showing its weight, material, dimensions, color, color combination, wording or illustration, illuminating equipment, details of its attachment and hangings and its position relative to the building or property.
C. 
The fee for a permit to erect a sign shall be in accordance with the rate established in Chapter 87, Building and Housing.

D. 
Upon the filing of the application and fee, the Construction Officer or Zoning Officer shall finally approve or disapprove the application. If approved, he shall issue the permit. Permits shall not be transferable.
E. 
Upon the granting of the permit, the applicant and/or owner of the premises shall assume all responsibility for damages resulting from the faulty construction or maintenance of the sign.
F. 
The Construction Official may at any time for a violation of this chapter revoke any such permit.
G. 
No fee shall be charged for existing signs, and they shall not be required to conform to the requirements of this chapter unless the owner moves or sells his place of business, or the sign is to be redecorated or repaired, or its location changed. No fee shall be charged for a permit to redecorate or repair if the location does not change.
