For purposes of this chapter, the following words and terms shall have the meanings given hereinafter.
APPLICANT
Any person who owns, directs, operates, conducts or is in charge of any limousine business or of any limousine, either as an owner, manager, dispatcher, driver or otherwise.
LIMOUSINE
Any automobile or motor car used in the business of carrying passengers for hire to provide prearranged passenger transportation at a premium fare on a dedicated, nonscheduled, charter basis that is not conducted on a regular route and with a seating capacity of no more than 14 passengers, not including the driver, and meeting the standards established by N.J.S.A. 48:16-13.
LIMOUSINE DRIVER
Any person certified by the New Jersey Motor Vehicle Commission as qualified for employment as a "limousine driver" in accordance with N.J.S.A. 48:16-22.3a.
LIMOUSINE SERVICE
The business of carrying passengers for hire by limousine(s).
LIMOUSINE SERVICE LICENSE
A license issued by the Town of Boonton to a limousine service that meets the terms and conditions of this Chapter 265 and applicable New Jersey statutes for the operation of a limousine service.
PRINCIPAL PLACE OF BUSINESS
The location of the office of the limousine service in the municipality where the limousine service is conducted, where two-way driver communications are available and/or initiated, where calls or electronic requests for limousine transportation are received, from which limousines are dispatched, where limousine drivers report for duty, and/or where the books and records of the limousine service are kept and maintained.

A. 
No person shall conduct a limousine operation on the streets of the Town of Boonton unless all aspects of such operation are in compliance with the provisions of this section and with the provisions of state law governing the operation of limousines (N.J.S.A. 48:16-13 et seq.).
B. 
No person shall conduct limousine operations on the streets of the Town of Boonton without first obtaining a license in accordance with the provisions of this section.
