There is hereby established within the City of Brigantine an Arts and Cultural Commission which will be known as the "Brigantine Arts and Cultural Commission."

The Brigantine Arts and Cultural Commission shall have 13 members, and each said member shall be a resident of the City of Brigantine.

The 13 members of the Brigantine Arts and Cultural Commission shall be appointed by the Council of the City of Brigantine.
The term of members of the Brigantine Arts and Cultural Commission shall be for a period of one year. Members may serve for successive years if they receive reappointment to additional one-year terms.
If any vacancy in the Brigantine Arts and Cultural Commission is created due to death, disability, resignation or other reason, said vacancy shall be filled for the remainder of the unexpired term by the City Council of the City of Brigantine.
No member of the Brigantine Arts and Cultural Commission shall receive any compensation for being a member thereof.
The purpose of the Brigantine Arts and Cultural Commission is to establish, sponsor, promote, display, circulate, maintain and otherwise advance artistic and cultural endeavors within the City of Brigantine.
The City of Brigantine shall not be responsible for funding the Brigantine Arts and Cultural Commission but may provide funding with the approval of the City Manager and City Council of said City of Brigantine. If any said funding is provided by the City of Brigantine, strict requirements concerning accounting, budgetary procedures, disbursements, expenditures and other recordkeeping concerning funds received and spent shall be maintained by the Brigantine Arts and Cultural Commission in a manner satisfactory to the City Manager and Chief Financial Officer of the City of Brigantine.
The Brigantine Arts and Cultural Commission shall submit an annual report to the City Council of the City of Brigantine detailing the activities which have occurred in the City of Brigantine during the past three hundred sixty-five-day period which promote artistic and cultural endeavors in said City of Brigantine. Said report shall be due at the annual reorganization meeting of the City Council of the City of Brigantine.
