There is hereby assigned to the Director of Public Safety sole jurisdiction in the matter of issuing permits for the purpose of assembling and parading on the sidewalks, streets, highways and other public places in the City of Brigantine.
It shall be unlawful for any person or persons to assemble or parade on the sidewalks, streets, highways and other public places of the City of Brigantine without first having obtained a permit from the Director of Public Safety for so doing.
There be and is hereby vested in the Department of Public Safety sole discretion as to the granting of or refusal to grant a permit for the purpose of assembling or parading upon the sidewalks, streets, highways or other public places of the City of Brigantine.
The Department of Public Safety shall have the power to grant such permit, upon condition or otherwise, upon application to such Department not less than five days before the effective date of such permit, which permit may specify the time for which the same shall be in effect, and the streets, sidewalks, highways or other public places of the City of Brigantine that may be used, which may be specified in the permit issued for such purpose. The Director of Public Safety may, in his discretion, refuse to issue a permit, or revoke a permit granted by him, when, in his judgment, it is necessary or proper for the good government, order and protection of persons and property and for the preservation of the public health, safety and prosperity of its inhabitants and visitors, or when the permit has been or will, in his judgment, be used in violation of any lawful statute of this state or ordinance of the municipality, or for any unlawful purpose. The Director of Public Safety may require the applicant for, or the recipient of, a permit to answer, in writing and under oath, any and all questions that may be necessary or advisable in order to determine whether a permit should be granted or revoked. A permit may be revoked if it appears that the applicant has made false representations or answers in response thereto.

There shall be a charge as set forth in Chapter 210, Mercantile Businesses, Article II, Fees Schedule, for each permit issued by the Director of Public Safety, which shall be used by the City to cover the expenses attached to the issuance of the permit and the regulation of the parade; provided, however, that no charge shall be made for a permit issued to an nonprofit civic or community organization.
As used in this chapter, the following terms shall have the meanings indicated:
PERSON
Includes any individual, society, fraternity, organization or corporation and shall apply to the plural as well as to the singular and to the feminine as well as the masculine.
A. 
Any person violating any of the provisions of this chapter shall, upon conviction, be punished for each offense by a fine not to exceed $1,000 or by imprisonment for any term not to exceed 90 days in the County jail or in any place provided by the municipality for the detention of prisoners, or both.

B. 
Any person who aids, assists or abets in the violation of any of the provisions of this chapter shall be subject to the penalties herein provided for.
