This chapter shall be designated and referred to as the "Monroe Township Board of Health Ordinance."
The Monroe Township Board of Health as it is now composed shall be abolished, consistent with the provisions of this chapter.

The local Board of Health of Monroe Township shall be composed of seven members, and one alternate member, all of whom shall reside in the Township of Monroe.

The initial members shall hold office as follows: three for one year, two for two years and two for three years. Thereafter, all appointments to a regular and alternate position shall be made by the Township Council of Monroe Township for a period of three years, and vacancies shall be filled for the unexpired term only. Members shall serve until their successors are appointed and shall qualify.
The jurisdiction of the Monroe Board of Health shall be coextensive with the limits of the township.
The Monroe Township Board of Health shall appoint, on the day of its organization, a place, day and hour for the regular meeting of the Board for the hearing of complaints, reports and general business and shall cause notice of the same to be published in a newspaper circulating in the township. At least one regular meeting shall be held in each year. Special meetings may be called at any time by the Chairman.
The Monroe Township Board of Health may employ such personnel as it may deem necessary to carry out its duties and functions and such other personnel as provided in N.J.S.A. 26:3-19 et seq.
The Monroe Township Board of Health shall have power to pass, alter or amend ordinances and make rules and regulations in regard to the public health within its jurisdiction for the purposes enumerated in N.J.S.A. 26:3-31 et seq.
All prior ordinances, rules and regulations heretofore adopted by the existing Monroe Township Board of Health shall be of full force and effect. All orders and decisions heretofore made or pending or presently pending shall, likewise, be of full force and effect.
The Township Council of the Township of Monroe shall make the initial seven appointments within 90 days from the date of final adoption. The appointed members shall organize as soon as possible but no later than 30 days from the date of the appointment of the last appointed member. Thereafter the Monroe Township Board of Health shall reorganize annually as heretofore provided.
