Editor's Note: Former Ch. 126, Dogs and Other Animals, comprised of Art. I, Animals, adopted 12-13-1967 by Ord. No. O-8-67 as Ch. 51 of the 1967 Code, as amended, and Art. II, Dogs, adopted 10-13-1967 by Ord. No. O-8-67 as Ch. 28 of the 1967 Code, as amended, was repealed 8-24-2010 by Ord. No. O:15-2010.
It is unlawful for any owner of a business, owner of a rental unit or units, or the owner of a multifamily home of four or fewer units, one of which is owner-occupied, to operate within the Township without first registering its certificate of insurance demonstrating compliance with the requirements of N.J.S.A. 40A:10A-1 et seq., and paying the registration fee required herein.
A. 
Businesses: any person intending to sell or dispose of, or to offer to sell or dispose of, any goods, wares, merchandise or render any services for fees within the Township. This shall include businesses operating on a temporary basis within the Township such as peddlers, solicitors, transient vendors, and temporary retail food establishments and mobile food units.
B. 
Owners of single rental dwelling units.
C. 
Owners of multiple-dwelling rental units.
D. 
Owners of multifamily homes that include rental units, even where one unit is owner-occupied.
The Township Clerk shall accept, approve, and file registration applications, and collect registration fees hereunder.
All registration applications submitted under this chapter, including renewals, shall be accompanied by a $50 fee. Registrations shall expire on December 31 of each year. Renewals of existing registrations must be submitted no later than December 1 of each year.
An application for a business insurance registration shall be accompanied by the required fee and shall be made to the Township Clerk upon forms provided by the Clerk. The application shall contain the following information:
A. 
Name and address of the applicant. If the applicant is a corporation, the name and address of its registered agent.
B. 
The address of the rental dwelling units or business as applicable.
C. 
A description of the nature of the business and the goods, property, or services to be sold or supplied.
D. 
A certificate of insurance reflecting the required amounts of insurance in compliance with N.J.S.A. 40A:10A-1 et seq.
Any violation of the provisions of this chapter shall be subject to a revocation or nonissuance of its permit by the enforcement officers or the Township Clerk. The enforcement officers may order an immediate cease and desist of the event or business activity. Additionally, any violation shall subject the violator, to a fine of not less than $500 nor more than $1,000 per violation.
Nothing contained herein shall be construed so as to prevent the enforcement of any other remedy at law, concurrent or otherwise, available to the Township of Monroe or other law enforcement authority to avoid or prevent any violation or attempted violation of this chapter, such as, but not limited to, an injunction or restraining order.
