Members of the Council, elected as provided by Charter, for terms beginning July 1, 1980, shall be paid in accordance with the annual Salary Ordinance[1] in the same manner as all other officers and employees.

Vacancies on the Council shall be filled in the manner prescribed by law.

The Mayor shall be elected by the voters. The Council shall appoint a Deputy Mayor from its membership to serve a term to be determined by the Council.
Members-elect of the Council shall be notified of all Council meetings to be held between election day and the date of organization, as if they were incumbents. They shall be entitled to attend all such meetings and to participate in all premeeting conferences without vote.
The Council will exercise all powers and perform all duties granted by the Optional Municipal Charters Law, P.L. 1950, c. 210,[1] and by general law, which are not otherwise delegated by this chapter.

A. 
All meetings, including premeeting conferences, shall be public and held at times and places fixed by the Council, in accordance with the Open Public Meetings Act (N.J.S.A. 10:4-6 et seq.). Exceptions, if any, shall be as authorized therein.
B. 
Regular meetings. The Council shall schedule its regular meetings and conference meetings by resolution adopted annually.

C. 
Premeeting conferences. The Council may hold premeeting conferences in preparation for regular meetings as permitted by law.
D. 
Special meetings. The Mayor may call special Council meetings and shall do so upon written request of a majority of the whole Council. The request and call for a special meeting shall state the purpose thereof, and no other business shall be transacted. The call shall be filed with the Municipal Clerk at least 24 hours before the time for which the meeting is called, provided that, if the Mayor declares an emergency affecting the public health or safety, the call so stating may be filed three hours before the meeting. Upon receipt of notice, the Municipal Clerk shall forthwith notify each member and member-elect, make copies of the call available to the press and post at least one copy in a prominent place on the first floor of the municipal building.
The Council may by resolution adopt bylaws and procedural rules.

The Council shall be the duly constituted Board of Health and the local Alcoholic Beverage Control Board.
The Council shall appoint an independent auditor to make an annual audit of the municipal accounts and financial records as required by law.
