The Department shall be headed by a Director
who shall be qualified by education and experience.

The Department shall perform or supervise all
appropriate functions associated with:
A.
Central engineering services.
B.
Maintenance, construction and reconstruction of streets,
roads, storm sewers, drainage and parking facilities.
C.
Maintenance of automotive equipment.
D.
Repair and maintenance of traffic signals and installation,
repair and maintenance of signs and street markings.
E.
Refuse collection, recycling and disposal and leaf
collection.
F.
Custodial, maintenance and repair of public facilities
and other public buildings.
G.
Street leaf and snow removal.
H.
Park and public grounds development and maintenance.
I.
All public tree planting, care and removal.
J.
Enforcement of construction codes and subcodes.
