The Montclair tradition is characterized by its diverse population. The pluralism of its people, working together for the common good, has allowed Montclair to serve as a model community. It is the intent of this code to ensure that the various nondepartmental boards and agencies continue to have a broad-based pluralistic character.

A. 
The nondepartmental boards and agencies shall be:

Free Public Library.
(2) 
Planning Board.
(3) 
Board of Adjustment.
(4) 
Civil Rights Commission.
(5) 
Youth Advisory Board.
(6) 
Joint Capital Improvement Advisory Committee.
(7) 
Recreation Advisory Committee.
(8) 
Montclair Environmental Advisory Committee.
(9) 
Business Property Maintenance Committee.
(10) 
Board of School Estimate.
(11) 
Community Relations Board.
(12) 
Historic Preservation Commission.
(13) 
Cable Television Committee.
(14) 
Health and Human Services Advisory Committee.
(15) 
Montclair Community Intervention Alliance.
(16) 
Parking Advisory Committee.
(17) 
Senior Citizen Advisory Committee.
(18) 
Handicapped Advisory Committee.
B. 
They shall be continued in accordance with pertinent law and ordinance.
The Council may create such other nondepartmental boards and agencies as it may deem desirable.
Nonstatutory boards, agencies and commissioners shall be advisory to the Council, the Manager and/or Township departments as appropriate and shall be provided staff assistance, with the approval of the Manager, when available within appropriated funds. A member of the Council may be appointed to each advisory board.
