A.
The Township Manager or his or her designee is hereby authorized
to provide by regulation for the closing of any street or portion
thereof to motor vehicle traffic, or the implementation of traffic
or parking controls of limited duration, on any day or days, during
specified hours, whenever he or she determines that such action is
necessary for the preservation of the public safety, health or welfare,
or for the maintenance of safe and orderly pedestrian and vehicle
circulation.
B.
Any regulation promulgated in accordance with this section shall
provide for the posting of proper signs advising of such street closing
during the time the street is closed or the traffic or parking controls
are in effect.
C.
Any violation of this section or any regulation promulgated hereunder
shall be punishable by a fine not to exceed $100.
D.
Any regulation adopted under this section which provides for the
closing of any street or portion thereof for more than 48 continuous
hours shall not become effective unless and until same has been submitted
to and approved by the Commissioner of the Department of Transportation.
E.
The authority granted to the Township Manager pursuant to this section
shall be narrowly construed and shall not be utilized to close any
street more than two days a week or to impose any traffic or parking
regulations on a regular basis for more than eight consecutive hours
in any twenty-four-hour period. Nothing in this section shall limit
the authority of the Township Manager or his/her designee from acting
in an emergency.
