A. 
There shall be a Board for the Town of Corinth, Saratoga County, New York, to be known as the "Planning Board," consisting of five members appointed according to the requirements of Article 16 of the Town Law, with one member to be appointed Chairman of said Planning Board.
B. 
The Town Board shall appoint one alternate member(s) of the Planning Board to substitute for any regular member in the event of a conflict of interest or other factor such as illness, vacation or other absences. The alternate member(s) shall be appointed by resolution of the Town Board for a term of five years. The chairperson of the Planning Board may designate an alternate member to substitute for a regular member when such regular member is unable to participate in an application or matter before the Board. When so designated, the alternate member shall possess all of the powers and responsibilities of such regular member. Such designation shall be entered into the minutes of the initial Planning Board meeting at which the substitution is made. All provisions relating to Planning Board member training and continuing education, attendance, conflict of interest, compensation, eligibility, vacancy in office, removal and service on other Boards shall also apply to alternate members.
As used in this chapter, the following terms shall have the meanings indicated:
UNEXCUSED MEETING
When a Planning Board member's absence is not known in advance or when a majority of the Planning Board agrees that the absence is unjustified.
A. 
Pursuant to said article, said Planning Board is hereby authorized and empowered to approve plats showing lots, blocks or sites, with or without streets or highways, and to conditionally approve preliminary plats within that part of said town outside the limits of any incorporated city or village; and to pass and approve the development of plats already filed in the office of the Clerk of said county if such plats are entirely or partially undeveloped.
B. 
Said Planning Board is authorized and empowered to approve or disapprove:
(1) 
Changes in the lines of existing streets, highways or public areas shown on subdivision plats or maps filed in the office of the Clerk of said county.
(2) 
The laying out, closing off or abandonment of streets, highways or public areas under the provisions of the town and highway laws within the part of said town outside the limits of any incorporated city or village.
C. 
The Planning Board is authorized to adopt and implement rules and regulations, as it deems necessary, consistent with § 274-a, Subdivision 2, of the Town Law. Copies of adopted rules shall be filed with the Supervisor and Town Clerk.

Any member of the Town of Corinth Planning Board who misses three consecutive unexcused meetings and who does not attend fifty percent (50%) of the scheduled meetings during a one-year period will be relieved of their planning duties by the Town Board, and a successor will be named by the Town Board.
A list of attendance shall be submitted to the Town Board every month for its inspection.

Any member of the Town of Corinth Planning Board who fails to satisfy the training requirements of New York Town Law § 271 will be relieved of his or her planning duties by the Town Board after a public hearing, and a successor will be named by the Town Board.
