As used in this Article, the following terms shall have the meanings indicated:
PERSON
Includes an individual, society, club, firm, partnership, corporation or association of persons; and the singular number shall include the plural number.
RUBBISH
Includes waste metal, tin cans, ashes, cinders, glass, pottery, bottles, waste food, papers and all waste or discarded wood, lumber or vegetable matter of any kind which is not prevented from being discarded by the laws of the State of New York.
The premises owned by the Town of Corinth situated at the westerly side of Heath Road in the Town of Corinth, Saratoga County, New York, are hereby designated as the refuse disposal area of the Town of Corinth for rubbish, subject to the provisions of this Article. The regulations herein contained shall also apply to any other lands hereinafter acquired or leased for the purpose of disposal of rubbish.
No person shall carry or leave or cause to be carried or left upon the premises mentioned in § 107-2 of this Article any tree, trunk, roots, automobile, vehicle, machine, appliance, cartons or other large article or part thereof unless the same shall have been so cut, dismantled or flattened out so as to permit the same to occupy a minimum of space.
No person not a resident of the Town of Corinth or whose store or stores or principal place of business is not in the Town of Corinth shall deposit any rubbish of any kind on the premises herein designated for that purpose, either within said dumping grounds or outside the main gate or within the highway adjoining said dumping grounds.

All persons who intend to transport refuse to the aforesaid town disposal area shall satisfy the landfill attendant by providing proof of residency satisfactory to the landfill attendant that the operator of said automobile or truck is entitled to use said disposal area.
No person shall deposit or cause to be deposited any substance of any kind on the disposal area herein designated, except during the hours designated, from time to time, by the Town Board of the Town of Corinth, and at the place and in the manner directed by the person or persons in charge of the premises under authority of the Town Board, whether such direction is given personally or by another person by his authority or by a sign or signs erected upon the premises by his authority. No person shall fire a firearm on the refuse disposal area, nor shall any person scavenge such disposal area without the written permission of the Town Board, nor shall any refuse be burned on said disposal area.
No person shall throw or deposit or cause to be thrown or deposited any rubbish in or on any public highway or place within said Town of Corinth except upon the refuse disposal area aforesaid, pursuant to the regulations thereof. Trucks and trailers hauling refuse will be covered to prevent losing refuse along the public highway.
No person shall deposit on said disposal area any sewage, waste or other matter from septic tanks, cesspools or other receptacles for human waste or sewage, nor deposit any dead animals or parts thereof upon said town disposal area.
No person shall deposit rubbish and other refuse originating outside the Town of Corinth on the aforesaid refuse disposal area.

All persons hauling loads of refuse to the existing landfill site consisting of waste from demolished buildings or other clearing activities, which waste originates in the Town of Corinth and consists of more than one (1) truckload per day shall require a special permit. Such special permit must be obtained from the Town Clerk before the commencement of said activities. The applicant for said special permit will be required to pay a fee as set forth from time to time by resolution of the Town Board for the issuance of the special permit and an additional fee as set forth from time to time by resolution of the Town Board per truckload per day.[1]

Any person or persons who shall violate any provisions of this Article shall be guilty of an offense punishable by a fine not exceeding two hundred fifty dollars ($250.) or imprisonment for a period not exceeding fifteen (15) days, or both. Each days' continued violation shall constitute a separate offense.
Any person who or whose servants, agents, employees or officers shall be convicted of violations hereof may thereafter be denied the use of such refuse disposal area, either temporarily or permanently, by the officer or employee in charge thereof, or by resolution of the Town Board.
The Town Board of the Town of Corinth shall have the power to make such other and further rules and regulations as shall be reasonable concerning the use of such refuse disposal area, including, but not confined solely to, the right to regulate hours at which use of the disposal area shall be permitted.
