Any drilling, by persons, businesses, corporations,
groups or organizations, of a well in any area of the Village of Hempstead
is prohibited unless a permit is granted in advance by the Director
of Public Works.
Any persons, businesses, corporations, groups
or organizations who wish to obtain a permit for drilling a well may
do so by filling out an application available at the Office of Public
Works and paying the required fees. Each permit is good for the one-time
drilling of the single well described in the application. Granting
of such permits is completely within the discretion of the Director
of Public Works.
A.
The drilling of a well for which a permit has been
granted shall commence within 30 days of issuance and shall be completed
within 70 days of issuance of such permits. A drilling permit shalt
be automatically cancelled if work does not commence or is not completed
pursuant to the foregoing time limitations.

Permits that are granted to any persons, businesses,
corporations, groups or organizations are nontransferable.
A.
The sewer fee set forth herein shall be based on water
usage at the following rates: $5 for the first 5,000 gallons of water
used plus $1.20 per 1,000 in excess of 5,000 gallons of water used.
B.
For the purpose of establishing the monthly water
usage, the water usage shall be the one estimated by the Village of
Hempstead Department of Public Works (VOH-DPW). Estimated quantity
can be replaced by actual water meter readings if the well owner selects
to install, at his/her own expense, a VOH-DPW approved water meter
on his/her supply line. Readings of water monthly consumption shall
be by VOH water plant employees.
