A. 
No person shall drive, back or otherwise place any motor vehicle, snowmobile or all-terrain vehicle, as defined in the New York State Vehicle and Traffic Law, upon any sidewalk except to cross the same to enter adjoining premises or except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer.
B. 
Each violation of this section shall be punishable by a fine as set forth in Chapter 1, Article II, General Penalty, § 1-14.
A. 
Traffic control signals controlling access to Stop & Shop Plaza (TM#222-2-5.1).

(1) 
The access routes leading from the parking area of Stop & Shop Plaza (TM#222-2-5.1), located on the northern side of the shopping center, shall be controlled by stop signs at each of said exitways leading on to Still Road. All vehicles using this parking area and exiting onto Still Road shall come to a full and complete stop before entering Still Road, as defined in § 146 of the New York State Vehicle and Traffic Law. The easterly exits of Stop & Shop Plaza (TM#222-2-5.1), exiting onto State Route 17M, shall be controlled by traffic signals.
(2) 
Each violation of this section shall be punishable by a fine as set forth in Chapter 1, Article II, General Penalty, § 1-14.
B. 
Stops signs on all Village streets at the intersections where such streets enter onto state or county highways.
(1) 
All Village streets which enter onto a state or county road shall be controlled by stop signs located at each of said intersections, and all vehicles using said Village roads shall come to a complete and full stop at said intersection in accordance with § 146 of the New York State Vehicle and Traffic Law before entering onto any state or county highway. All vehicles using Village roads shall come to a complete and full stop at intersections controlled by stop signs.
(2) 
The penalty for violation of Subsection B of this section shall be as otherwise provided herein.
C. 
The roadway known as Winchester Drive at its intersection with Whitman Place shall be controlled by stop signs at each point of intersection. All vehicles using this roadway shall come to a full and complete stop before proceeding.
A. 
No commercial motor vehicles, as defined in the New York State Vehicle and Traffic Law, shall be allowed to use Gilbert Street from the intersection of Gilbert Street with High Street in a northeasterly direction to the rear of Shoprite Plaza (TM#203-2-5).
B. 
No commercial motor vehicle shall be allowed to use Gilbert Street in a southeasterly direction from the rear of Shoprite Plaza to the intersection of High Street.
C. 
No commercial motor vehicle shall be allowed to use:
(1) 
Swezey Place between Orchard Street and High Street.
(2) 
Knight Street between High Street and Route 17M.
D. 
This provision shall not apply to commercial motor vehicles making deliveries for residential purposes on said street.
E. 
Each violation of this section shall be punishable by a fine as set forth in Chapter 1, Article II, General Penalty, § 1-14.

A. 
Schunnemunk Street. All trucks and commercial vehicles having a gross vehicle weight rating (GVWR) in excess of 23,000 pounds and all tractors, tractor-trailer combinations, tractor-semitrailer combinations and tractor-trailer-semitrailer combinations shall not be allowed to use Schunnemunk Street between New York State Route 208/County Route 105 (North Main Street) and the Village of Monroe/Town of Monroe boundary.

B. 
Forest Avenue. All trucks and commercial vehicles having a gross vehicle weight rating (GVWR) in excess of 23,000 pounds and all tractors, tractor-trailer combinations, tractor-semitrailer combinations and tractor-trailer-semitrailer combinations shall be not allowed to use Forest Avenue between North Main Street/County Route 105 and the Village of Monroe/Town of Monroe boundary.

C. 
Franklin Avenue. All trucks and commercial vehicles having a gross vehicle weight rating (GVWR) in excess of 26,000 pounds and all tractors, tractor-trailer combinations, tractor-semitrailer combinations and tractor-trailer-semitrailer combinations shall not be allowed to use Franklin Avenue between Spring Street/County Route 105 and Forest Avenue.

D. 
North Main Street-Spring Street. Commercial motor vehicles, as defined in the New York State Vehicle and Traffic Law, which have a gross vehicle weight rating (GVWR) of 11 tons or more shall be prohibited from traversing North Main Street beginning at the intersection of Route 208 to and including that portion of North Main Street named Spring Street to the Village boundary.

E. 
The provisions contained in this section shall not apply to commercial motor vehicles making deliveries to businesses located in the Village.

F. 
Each violation of this section shall be punishable by a fine as set forth in Chapter 1, Article II, General Penalty, § 1-14.
A. 
There shall be no U-turn on Stage Road north of Smithfield Court to Lake Street, on Carpenter Place northwesterly of its intersection with Mapes Place to Lake Street or on Lake Street westerly of Stage Road to the intersection of Lake Street and State Route 17M.
B. 
Each violation of this section shall be punishable by a fine as set forth in Chapter 1, Article II, General Penalty, § 1-14.
The turning left of vehicles is hereby prohibited as follows:
A. 
At the intersection of Lakes Road and McElroy Place. Vehicles shall proceed easterly on Lakes Road.
B. 
At the intersection of Mill Pond Parkway and State Route 17M. Vehicles shall proceed northerly on State Route 17M.

The turning right of vehicles on a red traffic signal is hereby prohibited as follows:
A. 
At the intersection of Route 17M with Stage Road for traffic facing west. Vehicles are prohibited from turning north into Stage Road from Route 17M when facing a steady red signal.
The system of pavement marking duly adopted for state highways is hereby adopted by the Village of Monroe, and such markings shall have the same meaning, force and effect as amended for said markings upon state highways.
A. 
There shall be no parking:
(1) 
From a point on the south side of Lake Street 10 feet westerly of the fire hydrant which is at the beginning of the curve to the first designated parking space on the westerly side of Stage Road.
(2) 
On the south side of the intersection of Carpenter Place and Stage Road.
(3) 
On either side of High Street between Lakes Road and Gilbert Street.
(4) 
On the easterly side of Route 17M, known and designated as "Oakland Avenue" where it passes through the Village of Monroe, to a point on the northerly side measured 300 feet from the northerly curbline of Lake Street and to a point on the southerly side measured 250 feet from the southerly curbline of Lake Street.
(5) 
Except for those persons, employees or officials of the Village of Monroe having business in the Village Hall or on duty in the Village Hall, that area directly on the westerly side of the Village Hall, being 47 feet deep and 38 feet wide and marked by yellow lines for such purpose.
(6) 
On Swezey Place between High Street and Route 17M (South), both sides.
(7) 
On Forest Avenue from North Main Street to the Town of Monroe line.
(8) 
On Gilbert Street from Route 17M to High Street.
(9) 
Stage Road.
(a) 
From State Route 17M to Orange Turnpike, both sides of roadway.
(b) 
On the east side from State Route 17M to Maple Avenue.
(c) 
On the west side from State Route 17M to Millpond Parkway.
(10) 
On Pine Tree Road between Orange Turnpike and the town line.
(11) 
On both sides of Lake Street from Route 17M to Millpond Parkway for a period of more than two hours.
(12) 
Except where metered, on both sides of Millpond Parkway from Route 17M to Stage Road for a period of more than two hours.
(13) 
On the south side of Lake Street from High Street to Route 17M.
(14) 
On any other area duly authorized as a no-parking area within the Village of Monroe.
(15) 
On both sides of Ash Street from North Main Street to Elm Street.
(16) 
On both sides of Anderson Place from North Main Street to Elm Street.
(17) 
On the west side of North Main Street from Anderson Place to a point 50 feet northerly thereof.
(18) 
Within the boundaries of Crane Park, except for vehicles necessary to be used in conjunction with a special, authorized activity approved by the Board of Trustees of the Village of Monroe.
(19) 
On both sides of Elm Street from North Main Street to Anderson Place.
(20) 
Except for public transportation buses, that area directly on the westerly side of Millpond Parkway being 176 feet from the north corner of the intersection of Lake Street and Millpond Parkway, a distance of 60 feet.
(21) 
Except for public transportation buses, that area directly on the easterly side of Millpond Parkway being 112 feet northerly of Lake Street to a point 178 feet northerly of Lake Street.
(22) 
On the south side of Lake Street from a point 186 feet westerly of Stage Road to a point 229 feet westerly thereof, except for commercial vehicles loading and unloading.
(23) 
Stage Road.
(a) 
On the east side of Stage Road from a point 90 feet north of Maple Avenue to a point approximately 167 feet northerly thereof.
(b) 
On the west side of Stage Road from Smithfield Court to the most southerly point of property of the Chapel of the Sacred Heart of Jesus.
(24) 
On both sides of Maple Avenue from Clark Street to Stage Road.
(25) 
On the west side of High Street from the intersection of Lakes Road to the intersection of McElroy Place.
(26) 
On the east side of High Street from the intersection of Lakes Road to the intersection of Knight Street.
(27) 
In Smits Clove Park in all areas so designated as to prohibit parking.
(28) 
On the side of Fitzgerald Court that is contiguous with the interior parking area.
(29) 
On the easterly side of Fitzgerald Court to the point where Fitzgerald Court intersects with itself.
(30) 
On the westerly side of Fitzgerald Court for 100 feet beginning at the intersection of Route 17M.
B. 
Each violation of this section shall be punishable by a fine as set forth in Chapter 1, Article II, General Penalty. § 1-14.
A. 
No automobile shall be parked in front of any public or private driveway so as to prevent access thereto.
B. 
Each violation of this section shall be punishable by a fine as set forth in Chapter 1, Article II, General Penalty, § 1-14.
A. 
Parking, wherever permitted on streets which are also highways maintained by the State of New York, shall be parallel to the curb only.
B. 
All ordinances or parts of ordinances in conflict herewith be and the same hereby are repealed.
C. 
Double parking shall be prohibited throughout the streets of the Village of Monroe.
D. 
There shall be no parking on any sidewalk at any time within the Village.
E. 
Violation of this section shall subject such person to a penalty of $25 for each and every offense.
F. 
In addition thereto, the violator may be subject to additional penalties as permitted by state law and as otherwise provided herein.
G. 
This section shall be effective immediately.
A. 
It shall be unlawful to delay, hinder or obstruct any vehicle or equipment engaged in the operation of snow removal on any street within the Village. It shall be unlawful for any person to park any vehicle upon any street within the Village after a precipitation of snow of two inches or more and before such snow has been cleared. The owner or a person in charge of or in control of any vehicle standing in any such street shall move or cause the same to be moved so as not to be in the path of the equipment plowing or clearing the streets of snow.
B. 
Penalties for offenses.
(1) 
Each violation of this section shall be punishable by a fine as set forth in Chapter 1, Article II, General Penalty, § 1-14.
(2) 
In addition thereto, the violator may be subject to additional penalties as permitted by state law and as otherwise provided herein.
C. 
There shall be no parking on any street within the Village from the period November 1 to April 1, from 10:00 p.m. to 6:00 a.m.

C. 
Pursuant to New York State Vehicle and Traffic Law § 1180-c and regulations from the New York State Department of Transportation, the maximum distance of a school zone shall be 1.320 feet along a highway passing a school building entrance or exit of a school abutting on the highway. The speed limits for the school zones established by this section shall be limited to 20 miles per hour from 7:00 a.m. to 6:00 p.m. during school days or when school is in session. The Village hereby establishes the following school zones:

Route 17M between a point 1,000 feet south of the intersection of Stage Road, 500 feet south of Ramapo Street, and the easterly Village line.
E. 
Every person convicted of a violation of this section shall be punished by a fine as follows:

A. 
The following streets within the Village of Monroe are hereby designated as one-way streets:
(1) 
Oakland Avenue, from the intersection of said Oakland Avenue with Mill Street, in a southeasterly direction to the intersection of said Oakland Avenue and Stage Road.
(2) 
Route 208 South from North Main Street to Gilbert Street.
(3) 
Route 208 North from Route 17M to the bridge.
(4) 
Block Alley from Mill Street to Bridge Street.
(5) 
Smithfield Court, from the intersection with Stage Road its entire length to the intersection with Millpond Parkway.

Smith Field Road, from the intersection with Schunnemunk Street to Park Avenue.

B. 
Every person convicted of a first violation of this section may be punished by a fine of not more than $50 or imprisonment for not more than five days, or by both such fine and imprisonment. For a second such conviction within 18 months thereafter, such person shall be punished by a fine of not more than $100 or imprisonment for not more than 10 days, or by both such fine and imprisonment. For a third or subsequent conviction within 18 months after the first conviction, such person may be punished by a fine of not more than $250 or imprisonment for not more than 15 days, or by both such fine and imprisonment.
