A.
No person shall drive, back or otherwise place any
motor vehicle, snowmobile or all-terrain vehicle, as defined in the
New York State Vehicle and Traffic Law, upon any sidewalk except to
cross the same to enter adjoining premises or except when necessary
to avoid conflict with other traffic or in compliance with the directions
of a police officer.
A.
Traffic control signals controlling access to Stop
& Shop Plaza (TM#222-2-5.1).

The access routes leading from the parking area of
Stop & Shop Plaza (TM#222-2-5.1), located on the northern side
of the shopping center, shall be controlled by stop signs at each
of said exitways leading on to Still Road. All vehicles using this
parking area and exiting onto Still Road shall come to a full and
complete stop before entering Still Road, as defined in § 146
of the New York State Vehicle and Traffic Law. The easterly exits
of Stop & Shop Plaza (TM#222-2-5.1), exiting onto State Route
17M, shall be controlled by traffic signals.[1]

Stops signs on all Village streets at the intersections
where such streets enter onto state or county highways.
(1)
All Village streets which enter onto a state or county
road shall be controlled by stop signs located at each of said intersections,
and all vehicles using said Village roads shall come to a complete
and full stop at said intersection in accordance with § 146
of the New York State Vehicle and Traffic Law before entering onto
any state or county highway. All vehicles using Village roads shall
come to a complete and full stop at intersections controlled by stop
signs.[2]

C.
The roadway known as Winchester Drive at its intersection
with Whitman Place shall be controlled by stop signs at each point
of intersection. All vehicles using this roadway shall come to a full
and complete stop before proceeding.
A.
No commercial motor vehicles, as defined in the New
York State Vehicle and Traffic Law, shall be allowed to use Gilbert
Street from the intersection of Gilbert Street with High Street in
a northeasterly direction to the rear of Shoprite Plaza (TM#203-2-5).
B.
No commercial motor vehicle shall be allowed to use
Gilbert Street in a southeasterly direction from the rear of Shoprite
Plaza to the intersection of High Street.
D.
This provision shall not apply to commercial motor
vehicles making deliveries for residential purposes on said street.

A.
Schunnemunk
Street. All trucks and commercial vehicles having a gross vehicle
weight rating (GVWR) in excess of 23,000 pounds and all tractors,
tractor-trailer combinations, tractor-semitrailer combinations and
tractor-trailer-semitrailer combinations shall not be allowed to use
Schunnemunk Street between New York State Route 208/County Route 105
(North Main Street) and the Village of Monroe/Town of Monroe boundary.

B.
Forest Avenue.
All trucks and commercial vehicles having a gross vehicle weight rating
(GVWR) in excess of 23,000 pounds and all tractors, tractor-trailer
combinations, tractor-semitrailer combinations and tractor-trailer-semitrailer
combinations shall be not allowed to use Forest Avenue between North
Main Street/County Route 105 and the Village of Monroe/Town of Monroe
boundary.

C.
Franklin
Avenue. All trucks and commercial vehicles having a gross vehicle
weight rating (GVWR) in excess of 26,000 pounds and all tractors,
tractor-trailer combinations, tractor-semitrailer combinations and
tractor-trailer-semitrailer combinations shall not be allowed to use
Franklin Avenue between Spring Street/County Route 105 and Forest
Avenue.

D.
North Main
Street-Spring Street. Commercial motor vehicles, as defined in the
New York State Vehicle and Traffic Law, which have a gross vehicle
weight rating (GVWR) of 11 tons or more shall be prohibited from traversing
North Main Street beginning at the intersection of Route 208 to and
including that portion of North Main Street named Spring Street to
the Village boundary.
E.
The provisions
contained in this section shall not apply to commercial motor vehicles
making deliveries to businesses located in the Village.

A.
Definition of commercial motor vehicle. For the purpose of this chapter,
a commercial motor vehicle is any vehicle used to transport goods
or passengers including, but not limited to, trucks, box trucks, recreational
vehicles, trailers, buses, vans, taxis and so forth, with a gross
vehicle weight of 8,500 pounds or greater or a gross vehicle weight
of less than 8,500 pounds which vehicle is used for business or commercial
purposes.
B.
Parking prohibited in residential districts. Commercial vehicles
shall be prohibited from parking on Village streets in all residential
districts, including in the shoulder and in the Village right-of-way.
C.
Exempt vehicles. Vehicles providing essential services to the community
such as firetrucks, ambulances, police vehicles, utility vehicles
and municipal public works vehicles shall be exempt from the prohibitions
contained in this section.
D.
Temporary exceptions. Commercial vehicles shall be permitted to park
temporarily on residential streets if said vehicle is delivering goods,
wares or merchandise or rendering services to premises in the immediate
vicinity thereof during the hours of 7:00 a.m. to 9:00 p.m. This exception
shall not be construed to permit overnight parking of commercial vehicles
on Village streets.
E.
Enforcement. This section shall be enforced by the Village of Monroe
Police Department's parking enforcement officer or officers or
such other officer as designated by the Chief of Police.

U-turn prohibitions. There shall be no U-turn on the following streets:

Left turn prohibitions. The turning left of vehicles is hereby prohibited
as follows:

Right turn on red signal prohibited. The turning right of vehicles
on a red traffic signal is hereby prohibited as follows:

and former § 43-6.2, Right turn on red signal prohibited,
which immediately followed this section.
The system of pavement marking duly adopted
for state highways is hereby adopted by the Village of Monroe, and
such markings shall have the same meaning, force and effect as amended
for said markings upon state highways.

A.
No parking,
standing. The Board of Trustees shall designate certain streets and
roads or portions thereof located within the Village of Monroe to
be marked by "no parking" and/or "no standing" signs as set forth
on a "No-Parking Regulations" list adopted after a public hearing
by resolution of the Board of Trustees and modified from time to time
in the same manner.[1]

B.
Applicability.
Said no-parking regulations shall be applicable to all drivers of
all vehicles within the Village of Monroe, who shall not park a vehicle
nor permit it to remain standing, and the owner of a vehicle shall
not suffer or permit a vehicle to be parked nor to remain standing,
except when necessary to avoid conflict with other traffic or in compliance
with the directions of a police officer.
C.
Each violation
of this section shall be punishable by a fine of $25.

A.
Parking, wherever permitted on streets which are also
highways maintained by the State of New York, shall be parallel to
the curb only.
B.
All ordinances or parts of ordinances in conflict
herewith be and the same hereby are repealed.
C.
Double parking shall be prohibited throughout the
streets of the Village of Monroe.
D.
There shall be no parking on any sidewalk at any time
within the Village.
E.
Violation of this section shall subject such person
to a penalty of $25 for each and every offense.
F.
In addition thereto, the violator may be subject to
additional penalties as permitted by state law and as otherwise provided
herein.
G.
This section shall be effective immediately.
A.
It shall be unlawful to delay, hinder or obstruct
any vehicle or equipment engaged in the operation of snow removal
on any street within the Village. It shall be unlawful for any person
to park any vehicle upon any street within the Village after a precipitation
of snow of two inches or more and before such snow has been cleared.
The owner or a person in charge of or in control of any vehicle standing
in any such street shall move or cause the same to be moved so as
not to be in the path of the equipment plowing or clearing the streets
of snow.
C.
There shall be no parking on any street within the
Village from the period November 1 to April 1, from 10:00 p.m. to
6:00 a.m.

Pursuant to New York State Vehicle and Traffic Law
§ 1180-c and regulations from the New York State Department of
Transportation, the maximum distance of a school zone shall be 1.320
feet along a highway passing a school building entrance or exit of
a school abutting on the highway. The speed limits for the school
zones established by this section shall be limited to 20 miles per
hour from 7:00 a.m. to 6:00 p.m. during school days or when school
is in session. The Village hereby establishes the following school

B.
Every person convicted of a first violation of this
section may be punished by a fine of not more than $50 or imprisonment
for not more than five days, or by both such fine and imprisonment.
For a second such conviction within 18 months thereafter, such person
shall be punished by a fine of not more than $100 or imprisonment
for not more than 10 days, or by both such fine and imprisonment.
For a third or subsequent conviction within 18 months after the first
conviction, such person may be punished by a fine of not more than
$250 or imprisonment for not more than 15 days, or by both such fine
and imprisonment.
