Pursuant to the General Municipal Law of the State of New York, § 72-j(5), the Village of Monroe and the Town of Monroe shall jointly maintain and operate specific permit parking areas hereinafter set forth.
The designated areas of these permit parking lots shall be located on the north side of Millpond Parkway. This parking area is used for municipal parking containing approximately 104 parking spaces.
The parking lots shall be devoted exclusively, under a permit system, to the residents of the Village of Monroe and the Town of Monroe, under a joint agreement and resolution with the Town of Monroe. Parking shall be in those areas by permit only and limited to the residents of the Village of Monroe and the Town of Monroe.
A. 
Permits shall be issued to residents of the Village of Monroe and the Town of Monroe on an annual basis covering the fiscal year January 1 to December 31 of the following year.
B. 
The applicant, upon the proof of residence to the Village Clerk of the Village of Monroe, shall be issued such permit, which must be exhibited in full view on the vehicle's front windshield adhering thereto and at all times.
C. 
Permits shall be issued on a first-come-first-served basis, and the Village of Monroe and Town of Monroe reserve the right to deny a permit to anyone after all parking spaces in the designated areas have been duly allocated.
D. 
The fee for such permit shall be determined on an annual basis by the Board of Trustees.
E. 
The permit may be secured during regular office hours in the Village Hall of the Village of Monroe.
Neither the Village of Monroe nor the Town of Monroe shall be liable or responsible for the safekeeping or any damages whatsoever that may be done to or arising from the parking of any vehicles in the designated permit parking areas herein. Parking, therefore, in such areas, shall be at the applicant's own risk.
The designated areas and parking therein, pursuant to this article, shall be subject to continuous rules and regulations governing the operation and maintenance of such parking areas as set forth by the Village of Monroe and the Town of Monroe from time to time.
Each violation of this article shall be punishable by a fine as set forth in Chapter 1, Article II, General Penalty, § 1-14.
