A. 
All pipe and fittings shall be cast-iron-cement lined, Class 150, with mechanical joints or a joint acceptable to the Village of Monroe and shall comply with the acceptable standards and specifications under adoption by the Board of Trustees of the Village of Monroe. Pipe shall be installed in accordance with the Type A method as developed by the American Standards Association.
B. 
Only Tyton joint pipe will be accepted as an alternate to mechanical joints, and no other push-on type joint employing a gasket will be allowed.
C. 
Silicon bronze serrated wedges are to be installed between the lip of the bell and the plain end of the Tyton joint pipe at all joints.
D. 
Where rock is encountered, it is to be removed to such an extent that at no section will it be within six inches of any pipe surface. In said conditions, pipe is to be laid on a bed of sand, Item 4 or acceptable R.O.B. gravel bed, compacted in place.
E. 
Fire hydrants shall be from Kennedy Valve Manufacturing Company, Figure 5-K-11 safety type, with breakable rings and drain, and have one four-and-one-half-inch pumper connection and two two-and-one-half-inch hose connections, open left-close right, and each one fitted with a Figure 572X valve (five-inch valve opening).
F. 
All valves shall be Kennedy AWWA valves with O-ring seals from Kennedy Valve Manufacturing Company.
G. 
Concrete blocking shall be installed at all fire hydrants, bends and dead ends.
H. 
All sections of water mains shall have no more nor less than four feet depth of cover.
I. 
All sections of roadway shall be brought to subgrade level and then trenched before the installation or laying of any pipe.
J. 
Completed sections of water mains shall be tested and checked for leaks before final road surfacing is applied.
K. 
All water mains shall be installed on the north and/or west side of streets at a distance of 10 feet from the center line of the right-of-way.
L. 
All curb boxes shall be installed along right-of-way lines and within lot side lines.
M. 
All fire hydrants shall be located in the grass mall area back of the curbline, centered at a distance of 24 inches from the face of the curbline and installed at the ground line mark embossed on the lower standpipe section of the hydrant.
N. 
All work in connection with the water distribution system and extensions shall be under and receive approval of the Village of Monroe Department of Public Works Superintendent.

A. 
Prior to necessary approval by the Village Board, all water main extensions and/or replacements, including new development, requiring water supply from the Village water system shall be analyzed based on the comprehensive study and computer modeling.
B. 
All inquiries for water supply and approval thereof must be submitted to the Village Clerk and include the following:
(1) 
Total number of loops in the system.
(2) 
Daily average consumption per unit and total daily consumption of the project.
(3) 
ISO rating of construction and determination of fire flow requirements.
(4) 
Endorsement by a professional engineer in the State of New York.
C. 
The Village water consulting engineer (Wehran Engineering) will review the submissions and recommend to the Village specific actions.
D. 
Review and approval by the Village and the engineer shall be made prior to submission to the New York State Department of Health under the provisions of the State Sanitary Code and subject to their approval.
E. 
The Village water consulting engineer shall update the comprehensive study according to the as-built information on completion of the project as is required for any new water system improvements.
F. 
A fee shall be charged for all submissions on inquiries and processing by the Village water consulting engineer.
(1) 
The fee shall be based on the number of loops in the proposed system.
(2) 
The fee shall be charged to the developer and paid to the Village Clerk at the time of submission.
(3) 
There shall be no further fee for updating the comprehensive study according to as-built information when the project is complete.
(4) 
The fee shall be known as the "water study fee" and shall be posted in the water fee schedule and may be changed by Board resolution and/or local law.
G. 
Approval of submissions under this section shall be by the Village Board (by resolution) and, further, shall expire 24 months from the date of approval, unless the project has started or a performance bond has been posted.
H. 
As used in this section, the following terms shall have the meanings indicated:

A section of a water supply and/or distribution system that runs between two junction points and/or a junction point and a dead end.
