A.Â
All department heads and nonelected officers and employees
shall be appointed by the Mayor, subject to the approval of the Board
of Trustees.
B.Â
The Mayor shall also appoint such committees, including
the Chairmen thereof, as from time to time he deems necessary, subject
to the approval of the Board of Trustees.
C.Â
The Mayor shall present such appointments to the Board
of Trustees which shall, on its own motion, approve same by a majority
vote. In the event of a tie, the Mayor shall cast one vote.

In addition to the above power to appoint, the
Mayor shall have the right to assign areas of responsibility to the
respective Trustees, as he deems necessary.
Should a vacancy occur in any office other than
at the expiration of the term thereof, the Mayor shall make an appointment
to fill such office, and the concurrence of the Board of Trustees
shall not be required.
