A. 
No water company, gas company, telephone or electric light company or special district operating any plant or plants nor any person or association of persons shall be allowed to open or dig up any Village street or sidewalk or in any way alter any curbing, gutter, basins, drainage lines or other works of the Village for any purpose without first obtaining a permit therefor. As a condition of such permit, the applicant shall secure a bond in an amount and of a nature and kind determined by the Building Inspector, indemnifying the Village against loss or damage, and shall file such bond with the Building Inspector.
B. 
In lieu of such bond, the applicant may file with the Building Inspector a general liability insurance policy or certificate of insurance naming the Village of Sea Cliff as an additional insured. The policy shall list the Village of Sea Cliff as a named insured, and the applicant shall cover all operations relative to the excavation and reconstruction thereto. Said police shall have limits of liability as determined by the Building Inspector.
C. 
The fee for and duration of such permit shall be as set forth in Appendix Chapter A142, Schedule of Fees. Such fee shall accompany each application, which shall be in writing and shall be filed with the Building Inspector. The form for such application shall be as prescribed by the Building Inspector.
Any person making a street or sidewalk opening pursuant to a permit granted hereunder shall give notice of such opening to public utilities or municipal districts having lines, mains or other property in or under the streets or sidewalks, and no work shall be commenced or done under such permit until such requirement of notice has been fully compiled with to the satisfaction of the Building Inspector.
The Building Inspector is hereby authorized to promulgate standards and conditions for street and sidewalk openings. Such standards and conditions, and any amendments thereto, shall be subject to approval by the Board of Trustees and, once approved, shall be made a part of this Code with the same force and effect as all other laws of the Incorporated Village of Sea Cliff.[1]
