For the purposes of this chapter, the terms used herein are defined as follows:
CAMP
To temporarily inhabit in tents, tent-like shelters or without shelter upon any public or private property.
CAMPER
A motorized, self-propelled vehicle containing sleeping and other facilities.
MOBILE HOME
A structure mounted on axles and wheels, containing living facilities, and which may be towed by automobile or truck from place to place. Such structure will be considered a "mobile home" for purposes of this chapter whether or not the wheels and axles are still in place.
TEMPORARY HABITATION
The occupancy of any public or private property for living or sleeping purposes other than in a permanent dwelling built upon such premises.
TENT
A portable shelter made of fabric or fabric-like materials, supported by poles and/or ropes.
TRAILER
A vehicle drawn or towed by another vehicle, except motorcycle sidecars.
TRAILER, CAMPER
A trailer containing sleeping and other facilities, the outside walls of which are partially collapsible into the body of the trailer to facilitate towing.
TRAILER, HOUSE
A trailer containing sleeping and other facilities, the outside walls of which are of rigid materials.
VEHICLE
All of the foregoing vehicles, structures and trailers.
A. 
Camping. No person shall camp on the beaches, parks or other public property in the Village of Sea Cliff except for recreational purposes and unless a license therefor shall first have been issued by the Mayor. In determining whether to issue such license the Mayor shall consider the maintenance of good order and the preservation and protection of property and may, in his sole discretion, deny a license if he determines its issuance to be detrimental in this regard.
B. 
Temporary habitation in campers, camper trailers, mobile homes and house trailers shall be prohibited on all public property within the Village of Sea Cliff.
A. 
Camping on private property shall be permitted under the following conditions:
(1) 
The permission of the owner of such property shall have first been obtained.
(2) 
If such camping is for other than recreational purposes, a license shall first have been issued by the Mayor. Recreational camping is specifically permitted without such license.
(3) 
Such camping shall be conducted in a manner so as to maintain peace and good order, preserve and protect property, not be an annoyance to adjacent property owners or properties and not be disorderly.
B. 
Temporary habitation on private property in campers, camper trailers, mobile homes and house trailers shall be permitted under the following conditions:
(1) 
The permission of the owner of such property shall have first been obtained.
(2) 
The vehicle is being legally parked or stored on the property.[1]

(3) 
A license for such temporary habitation shall first have been issued by the Mayor.
(4) 
Such temporary habitation shall be conducted in a manner so as to maintain peace and good order, preserve and protect property, not be an annoyance to adjacent property owners or properties and not be disorderly.
A. 
Applications for licenses for temporary habitation shall be in writing but need not be in any specified form. The application shall nevertheless contain sufficient details to enable the Mayor to reach a determination as to whether or not its issuance will be detrimental to the maintenance of good order and the preservation and protection of property. The fee for such license shall be as set forth in Chapter A142, Schedule of Fees, and shall accompany each application.
B. 
Licenses for temporary habitation shall be issued for a period not to exceed 14 days. Applications for renewal licenses or extensions thereof shall be accompanied by proof satisfactory to the Mayor that such habitation is in fact temporary and will be discontinued at the expiration of the license period or any renewal or extension thereof.
Permanent habitation in tents, tent-like shelters, campers, mobile homes, trailers, camper trailers, house trailers or vehicles is prohibited in the Incorporated Village of Sea Cliff.
