This chapter shall be known and may be cited
as the "Vehicles and Traffic Law of the Incorporated Village of Sea
Cliff."
A.
Definitions of words and phrases.

The words and phrases used in this chapter shall,
for the purposes of this chapter, have the meanings respectively ascribed
to them by Article 1 of the New York State Vehicle and Traffic Law.
For ease of reference the following terms are included herein:
The standing of a vehicle, whether occupied or not, otherwise
than temporarily for the purpose of and while actually engaged in
loading or unloading merchandise or passengers.
That portion of a street between the curblines or the lateral
lines of a roadway and the adjacent property lines, intended for the
use of pedestrians.

The stopping of a vehicle, whether occupied or not, otherwise
than temporarily for the purpose of and while actually engaged in
receiving or discharging passengers.
Any prohibited halting, even momentarily, of a vehicle, whether
occupied or not, except when necessary to avoid conflict with other
traffic or to comply with the directions of a police or other traffic
control officer or a traffic control device.
Any sign, signal, marking or device, not inconsistent with
the provisions of the New York State Vehicle and Traffic Law, placed
or erected by authority of the Board of Trustees, for the purpose
of regulating, warning or guiding traffic.
For the purposes of this chapter, the following
terms, which are not defined by Article 1 of the New York State Vehicle
and Traffic Law, are defined as follows:
The prolongation of the lateral line of a curb or, in the
absence of a curb, the lateral boundary line of the street.
New Year's Day, Memorial Day, Independence Day, Labor Day,
Thanksgiving Day and Christmas Day.
A parcel of land, not including streets, or a building owned
and/or leased by the Village, upon or within which the parking of
vehicles is regulated by signs, parking meters and/or permits.
B.
Interpretation.
(1)
Official time standard. Whenever certain hours are
named herein or on traffic control devices, they shall mean the time
standard which is in current use in New York State.
(2)
Measurements. Any linear measurements specified for
various regulations contained in this chapter shall be deemed to be
approximate, and such measurements and the regulation to which they
pertain shall not be affected or altered in any way by the widening
of a street, by the construction of curbs, gutters or sidewalks or
by any other action which might tend to obliterate the point from
which such measurements were originally made. Unless otherwise indicated,
measurements shall be made from the nearest curbline of the street
or streets referred to in a location description or if there is no
curbline, from the nearest pavement edge.
(3)
Directions. For the purpose of this chapter, all streets
in the Village shall he deemed to run north-south or east-west, and
streets running generally parallel to the direction indicated shall
be deemed to run in such direction.
The General Foreman shall install and maintain
traffic control devices when and as required under the provisions
of this chapter, to make effective the provisions of this chapter,
and may install and maintain such additional traffic control devices
as the Board of Trustees may deem necessary to regulate, warn or guide
traffic under the Vehicle and Traffic law of the State of New York.[1]

The Board of Trustees may adopt regulations for the
control of traffic within the Village, without notice or hearing,
provided that appropriate traffic control devices are placed and maintained
as shall be deemed necessary to indicate and carry out the provisions
of such regulations.[1]

For the purpose of maintaining an accurate record of all regulations adopted under the provisions of this chapter, there is hereby established a system of schedules, appearing as Article XI of this chapter in which shall be entered all such regulations after adoption. Such schedules shall be deemed a part of the section to which they refer. All regulations shall be adopted with reference to the schedule in which they appear.
