A. 
No person shall enter, park or permit to remain standing, attended or unattended, any motor vehicle in the Boulevard Parking Lot at any time, unless such person shall first have obtained from the Village Clerk of the Village of Sea Cliff a parking permit for such parking lot.

B. 
Application for such permit shall be made by or on behalf of the owner of the motor vehicle, on such forms as shall be prescribed by the Village Clerk.

C. 
The Village Clerk or said Clerk's designee shall, at the time such permit is issued, cause a distinctive sticker bearing a number and the calendar year for which it is issued to be placed on or attached to the vehicle for which it is issued, in such a place and in such manner as to be readily observed from the outside of the vehicle. The Board of Trustees shall, from time to time, establish by resolution the fee for such parking permit.

D. 
No family shall be entitled to more than one permit or sticker. The words "permit" or "sticker" as used herein are synonymous.
A. 
No person shall park, stand or stop in such a manner so as to block any other user of the Boulevard Parking Lot from free ingress or egress to and from the parking lot or in and through any lane or aisle thereof. No parking shall be permitted in designated entrance or exit lanes.
B. 
Trucks or other commercial vehicles are strictly prohibited in the Boulevard Parking Lot unless specifically permitted by proper signs places therein by order of the Board of Trustees.
C. 
No person or persons, although residents of the Village of Sea Cliff and even though a permit shall have been issued for the automobile or other vehicle, shall alone or in concert with others assemble or loiter in or about said motor vehicle between the hours of sunset and 6:00 a.m. while said automobile or other vehicle is parked, stopped or standing in the Boulevard Parking Lot. Nothing herein contained shall prohibit the reasonable and orderly loading or entering and exiting from said automobile or other vehicle as is customarily associated with the parking, stopping or standing of such automobile or other vehicle.[1]
