The Village Justice Court of the Village of
Sea Cliff is hereby authorized to establish a Traffic Violations Bureau
to assist the Court in the disposition of offenses related to traffic
violations.
Such Traffic Violations Bureau, when established,
is authorized to dispose of violations of traffic laws, rules and
regulations when such violations do not constitute a felony or a misdemeanor
or the traffic infraction known as speeding. Subject to the limitations
stated in Article 14-B of the General Municipal Law, a person charged
with such a violation may, at any time from the receipt of a summons
or appearance ticket therefor, and prior to the return day thereof,
either in person or by written power of attorney, waive a hearing
in Court, plead guilty to the charge and pay the prescribed fine.
A.
The Traffic Violations Bureau shall have the powers
and shall be subject to the limitations set forth in Article 14-B
of the General Municipal Law and shall be subject to such additional
limitations as the Village Justice Court may designate.
B.
The procedure before such Traffic Violations Bureau
shall be that provided in said Article 14-B of the General Municipal
Law and as provided by the Village Justice Court from time to time.
