A. 
All sidewalks and curbs shall be constructed in accordance with the grade as established by the Superintendent of Buildings.

B. 
Sidewalks. In residence districts,[1] sidewalks shall be three feet in width and not less than four inches thick. In business districts and adjacent to property where a nonconforming business use exists, sidewalks shall be constructed so as to cover the full area between the curb and the property line, unless otherwise directed by the Superintendent of Buildings, and shall be not less than five inches thick. Where crossed by driveways, all sidewalks shall be not less than six inches thick through the width of the driveway.

C. 
Curbs. Except in instances where otherwise directed by the Superintendent of Buildings, curbs may be formed by poured concrete or formed using Belgium or granite blocks as follows:

(1) 
Concrete curbs.
(a) 
In residence districts, shall be 18 inches in depth and not less than six inches thick.
(b) 
In business districts and adjacent to property where a nonconforming business use exists, shall be 18 inches in depth and not less than eight inches thick.
(2) 
Block curbs.
(a) 
In residence districts, shall be either eight inches wide by eight inches long by four inches thick or 12 inches wide by eight inches long by four inches thick. Blocks shall be supported by a concrete base that is a minimum of 10.5 inches deep and 12 inches wide with two No. 3 bars running continuously along the length of the concrete at a depth 2.5 inches from the bottom of the excavation. The bars are to be spaced six inches apart and three inches from each edge of the excavation. Block will be set four inches below grade leaving a four-inch reveal on the street side of the curb. Blocks will be spaced 0.75 of an inch between blocks. The back edge of the excavation will be poured to a depth of seven inches to a depth of 10.5 inches at six inches from the back edge of the excavation and continue that depth to the back of the block. Joints will be filled with mortar, and a four-inch-thick mortar backing will be placed behind the block leaving a one-inch reveal on the private property side of the block.
(b) 
No block curbing is permitted in business districts or adjacent to property where a nonconforming business use exists.
(3) 
All cement shall have a twenty-eight-day compressive strength of 3,000 psi.
(4) 
Detail drawings for each curb type are available at Village Hall and on the Village website.
D. 
Gutters shall be constructed of concrete and shall be not less than 18 inches wide and six inches thick. All gutters shall be built in one course.
E. 
Excavation. All topsoil, loam or impervious material and all tree roots, stumps, rocks, sod, broken concrete and like matters encountered in a subgrade must be removed for a depth of not less than four inches below the bottom grade of the proposed construction. The excavation shall thereafter be refilled with sand, gravel or cinders and well tamped into place. No concrete shall be placed on a frozen subgrade or one which is soft or springy.
F. 
Finishing. All sidewalks and gutters shall be struck off true to line and grade and finished with a wooden float, leaving a smooth but nonslippery surface. Troweling will be permitted on the surface of curbing. Special types of finishes must have the approval of the Building Inspector, who may require a prepared sample. Asphalt shall not be permitted as an acceptable surface.
G. 
Protection. The concrete shall be protected from damage by all elements, including rain, freezing, falling leaves, pedestrians, animals, etc. Suitable methods shall be employed to cover the work.
H. 
Construction safeguards. All sidewalks and curbs under construction, and any excavation attendant thereto shall be guarded by guardrails, barricades, signal or warning lights, or any other means which the Building Inspector determines to be necessary.
I. 
Cleanup. Upon completion of work, all forms shall be removed, the space occupied by the forms neatly filled and all excess dirt removed. Where the ground adjoining the sidewalk is high or low, an earth or other ramp to provide safe access to and from the walk shall be provided. The entire site shall be left in a clean, orderly manner, all obstructions removed and the work made otherwise safe for pedestrian movement.

For properties used for nonresidential purposes, no curb cut shall be greater than 25 feet in width, closer than 25 feet to any street intersection or closer than 15 feet to any property line.[1] For all properties, there shall be no more than two curb cuts per lot. If there is more than one curb cut on a lot, the total width of such curb cut shall be not more than 25% of the length of the front property line of the lot.
