Real property located within the Village of Wappingers Falls and owned by one or more persons, each of whom is 65 years of age of over, or real property so located and owned by a husband and wife, one of whom is 65 years of age or over, shall be exempt from taxation by said Village to the extent of 50% of the assessed valuation thereof, provided that the income of the owner or the combined income of the owners thereof for the income tax year immediately preceding the date of making application for such exemption does not exceed the sum of $21,300, and provided further that all requirements of § 467 of the Real Property Tax Law of the State of New York are met and complied with.
The procedures with respect to notice, application for such exemption and action thereon by the Village assessing authority shall be as set forth in the section of the Real Property Tax Law above referred to.
This article shall take effect immediately and shall apply to Village assessment rolls prepared on the basis of taxable status dates occurring on or after January 1, 1983.

Notwithstanding any inconsistent provisions of § 136-15 hereof, or any other provisions of law, ordinance or local law, for assessment rolls of this Village prepared on the basis of taxable status dates occurring on or after January 1, 2004, the maximum income eligibility level established for purposes of partial exemption from Village taxation under § 467 of the Real Property Tax Law is increased and the percentage of assessed valuation exempt from taxation is correspondingly decreased, both to the extent set forth in the following schedule:

All provisions of § 467 of the New York State Real Property Tax Law applicable to the exemptions authorized thereby shall be applicable to exemptions provided for by this article.
