The Board of Supervisors of East Goshen Township hereby adopts the International Plumbing Code, 2003 Edition, as now and as hereafter supplemented, reissued, amended and revised, as published by the International Code Council, Inc. Not fewer than three copies of the International Plumbing Code, 2003 Edition, are filed in the office of the Secretary of East Goshen Township, and the same is hereby adopted and incorporated as fully as if set out at length herein.
Ordinance Number 129-D-02 of the Township of East Goshen, titled "The Plumbing Code of East Goshen Township," enacted on January 7, 2002, and codified in Chapter 175 of the East Goshen Township Code, and all other ordinances or parts of ordinances in conflict are hereby repealed.
The following amendments, additions, deletions, and changes are hereby made to the International Plumbing Code, 2003 Edition:
A. 
Section 101.1 shall be amended by the deletion of the words "[NAME OF JURISDICTION]" and the replacement thereof with the words, "East Goshen Township."
B. 
The following new section is added as Section 102.10:
102.10. Sanitary sewers external to building structure. The design and installation of the sanitary sewer lines from a point five feet outside a building to the point of connection to the sewer main shall comply with the requirements of East Goshen Township Ordinance No. 108, as amended, codified in Article III of Chapter 188 of the East Goshen Township Code of Ordinances.
C. 
The heading of Section 103 shall be deleted in its entirety and replaced with the following: "SECTION 103. EAST GOSHEN TOWNSHIP CODE DEPARTMENT."
D. 
Section 103.1 shall be deleted in its entirety and replaced with the following:
103.1. Creation of enforcement agency. The East Goshen Township Code Department (the "Code Department") shall be responsible for administering and enforcing this Code. The Zoning Officer is in charge of the Code Department and for purposes of this Code shall be known as the Code Official.
E. 
Section 103.2 shall be deleted in its entirety and reserved.
F. 
Section 106.6.2 shall be deleted in its entirety and replaced with the following:

106.6.2. Fee schedule. The Board of Supervisors shall, by resolution, adopt a schedule of fees and collection procedure which shall be kept on file with the Township Secretary and revised as necessary by the Board of Supervisors. All fees under this chapter shall be paid upon billing by the Township but no later than the 30th day from the date of billing. When the 30th day from the date of billing falls on either a weekend or a holiday on which the Township building is closed, payments that are received before the close of business the next business day immediately following the 30th day shall be deemed to be paid on time and no interest shall be applied. If the fee is not paid within 30 days of the date of billing, the Township shall charge and be entitled to collect interest equal to 3/4 of 1% of the unpaid balance per month, or fraction thereof, until paid.
G. 
Section 106.6.3 shall be deleted in its entirety.
H. 
Section 108.4 is deleted and replaced with the following:
108.4 Violations and penalties. Any person who shall violate a provision of the Plumbing Code or shall fail to comply with any of the requirements thereof or who shall install, alter or repair a plumbing system in whole or in part in violation of this Code shall, upon being found liable therefor in a civil enforcement proceeding commenced by the Township, pay a fine of not more than $1,000, plus all court costs, including reasonable attorney fees incurred by the Township. If the defendant neither pays nor timely appeals the judgment, the Township may enforce the judgment pursuant to the applicable rules of civil procedure. Imposition of one fine for any violation or noncompliance shall not excuse the violation or noncompliance nor permit it to continue or be repeated, and all such persons shall be required to correct or remedy such violations or defects forthwith. Each section of the chapter violated shall constitute a separate offense, and each day or portion thereof in which a violation of this chapter is found to exist shall constitute a separate offense, each of which violations shall be subject to the imposition of a separate fine imposed by the District Justice of not more than $1,000, plus all court costs, including reasonable attorneys' fees incurred by the Township, collectable as specified in this section.
I. 
Section 108.5 shall be amended by inserting "not less than $200" in the first blank and "nor more than $1,000" in the second blank.
J. 
Section 109, Means of Appeal, shall be deleted in its entirety and replaced with the following:

109. MEANS OF APPEAL.
109.1 General. The Township designates the WCACOG Board of Appeals as the Board of Appeals for East Goshen Township who shall hear appeals from decisions of the East Goshen Township Building Code Official which are filed pursuant to the Act and the Township's Building Codes.
K. 
Section 305.6.1 shall be amended by inserting "36 inches" in both spaces.
L. 
Section 604.4, Maximum flow and water consumption, shall be deleted in its entirety and replaced with the following:
604.4 Maximum flow. The water conservation performance standards for plumbing fixtures and fittings are as follows:

Water closets and associated flushing mechanisms. The water consumption of water closets shall not exceed an average of 1.6 gallons per flush cycle over a range of test pressures from 20 to 80 psi. The fixture shall perform in accordance with the test requirements of the ANSI A122.19.2M and ANSI A112.19.6M.
2.
Urinals and associated flushing mechanisms. Urinal water consumption shall not exceed an average of 1.0 gallons per flush cycle over a range of test pressures from 20 to 80 psi. The fixtures shall perform in accordance with the test requirements of ANSI A122.19.2M and ANSI A112.19.6M.
3.
Showerheads. Showerhead discharge rates shall not exceed 2.5 gallons of water per minute over a range of test pressures from 20 to 80 psi. The fixture shall perform in accordance with the test requirements of ANSI A122.18.1M.
4.
Faucets. Sink and lavatory faucet discharge rates shall not exceed 2.2 gallons of water per minute over a range of test pressures from 20 to 80 psi. The fixture shall perform in accordance with the test requirements of ANSI A112.18.1M.
5.
Lavatories in restrooms of public facilities. Lavatories in restrooms of public facilities shall be equipped with standard valve or spring self-closing faucets with outlet devices limiting the flow rate to a maximum of 0.5 gpm, or self-closing metering valves limiting the flow to 0.25 gallon per cycle.
Exceptions:
1.
Blowout design water closets [3.5 gallons (13l) per flushing cycle].
2.
Clinical sinks [4.5 gallons (17l) per flushing cycle].
3.
Service sinks.
4.
Emergency showers.
M. 
Section 604.8, Water-pressure-reducing valve or regulator, is amended to read as follows:
604.8 Excessive pressures. Where the service water pressure to a building is expected to exceed 80 psi, a water-pressure-reducing valve with strainer shall be installed just downstream of the building's main valve, so as to be accessible. The valve shall conform to the requirements of the product standard ASSE 1003. Exemptions to this article include: service lines to sill cocks; outside hydrants; and main supply risers to buildings where pressure from the mains does not exceed 80 psi at the fixture branches or at individual fixtures.
N. 
Section 904.1 shall be amended by the insertion of "12 inches" in the "[NUMBER]" blank.
