It has been found by the Borough Council of the Borough of Economy to be to the best interest of the community and to the health, safety and welfare of the residents thereof if the Borough adopts a procedure whereby the names and addresses of persons who lease or rent leased premises in the Borough can be compiled so as to aid in the establishment of a reliable and complete record of all persons residing in the Borough for use in imposing appropriate taxes applicable equally to all residents and for other lawful purposes generally.
As used in this chapter, the following terms shall have the meanings indicated:
LEASED PREMISES
A home or building or any part thereof, an apartment, a mobile home or a mobile home lot in the Borough of Economy, leased or rented to any person.
It shall be the duty of all owners of leased premises and of all persons who assist in the rental process as agents, brokers or otherwise in the leasing or rental of leased premises within the limits of the Borough of Economy and who provide or lease premises for human habitation to register with the Borough Secretary at the Borough office the names and addresses of all persons who have leased or rented or otherwise arranged for the occupation of leased promises as defined herein
A. 
The registration of the names and addresses of the persons presently occupying leased premises shall be made by the owners and by all persons who assist in the rental process as agents, brokers or otherwise within one month after the effective date of this chapter.
B. 
The registration of the names of every subsequent tenant, lessee or renter of any such leased premises shall be made by the owners of such premises or by all persons who assist in the rental process as agents, brokers or otherwise within one month from the date of occupancy of such leased premises by such subsequent tenant or lessee or renter.
C. 
Registration shall be on a form available from the Borough Secretary.
Any person, firm or corporation who shall violate any provision of this chapter shall, upon conviction thereof, be punishable by a fine of not more than $300, together with costs of the proceedings, or, upon default of payment of such fine and costs, by imprisonment in the county jail for a term of not more than 30 days.
