The Town Council hereby establishes a Senior Citizens Advisory Commission consisting of nine electors of the Town for the purpose of appraising and planning the manner in which the present and future needs of the senior citizens of the Town will be met. Those members who were members on January 12, 1971, shall continue to serve their appointed five-year terms, and thereafter their successors shall be appointed by the Town Council to serve for five years. The Town Council shall appoint the eighth and ninth members, who shall serve for four and five years, respectively, from March 1, 1971, and thereafter their successors shall be appointed by the Town Council to serve for five years.
The members of the Commission established by this article shall serve without compensation, but their necessary and actual expenses incurred in the performance of their actual duties shall be paid by the Town within the limits of any appropriation made therefor.
The Commission established by this article may appoint and remove any secretarial or clerical assistants as it may need for the performance of its duties within appropriations made by the Town Council.
A. 
The Commission established by this article, with the consent of the Town Council, may undertake such educational and other activities to implement the senior citizen program of this community as it deems necessary or desirable. The Commission shall study continuously the conditions and needs of elderly and retired persons in the Town in regard to housing, employment, health, recreation and their general welfare and comfort. It shall analyze public and private services provided for the aged and retired. It shall encourage the development and coordination of governmental and nongovernmental agencies and organizations having like or kindred functions and shall cooperate with them as it deems necessary or desirable.
B. 
The Commission shall advise and assist the Town Manager and the Council in fostering and formulating a program that will benefit the senior citizens of the Town and, upon request of the Town Manager, shall advise the Manager in the appointment of a Director to carry out said functions.
The Commission established by this article shall choose a Chair from its members.
Meetings of the Commission established by this article shall be held at least quarterannually and at such other times as the Commission may determine.
The Commission established by this article is empowered to adopt rules and regulations for putting into effect the provisions of this article, which rules and regulations shall not be inconsistent with the provisions hereof.
The Commission established by this article shall keep records of its meetings and activities and shall, no less than annually, apprise the Council of its activities, progress and recommendations as to the need for implementation of local programs for senior citizens.
