A Health Planning Board is hereby established
for the purpose of appraising and planning the manner in which the
present and future general health and mental health needs of the community
will be met. The members of the Board shall be appointed by the Town
Council. Upon passage of this article, 15 members of the Board will
be appointed to serve until December 31, 1975. Thereafter, 13 members
will be appointed to serve until December 31, 1976; 11 members will
be appointed to serve until December 31, 1977; and, thereafter, nine
members will be appointed, three to serve until December 31, 1978,
three to serve until December 31, 1979, and three to serve until December
31, 1980. No fewer than four of the Board members shall be professionals
in the health field, and at least two of the professionals shall have
expertise in the mental health field. Upon the expiration of the initial
terms, subsequent appointments shall be for a terms of five years,
commencing on the first day of January.
A.
The members of the Board established by this article
shall serve without compensation, but their necessary and actual expenses
incurred in the performance of their official duties shall be paid
by the Town within the limits of any appropriations made therefor.
B.
The Board established by this article shall choose
a Chair from its members during the January meeting each year.
C.
Meetings of the Board established by this article
shall be held at least quarterly and at such other times as the Board
may determine.
A.
Personnel of the Health Department shall be used for
the necessary clerical work of the Board established by this article.
Necessary ancillary costs shall be borne by the Health Department.
B.
The Board established by this article shall keep records
of its meetings and activities and, no less often than annually, apprise
the Council of its activities, programs and recommendations as to
the need for implementation of local health programs.
A.
The Board established by this article shall advise
the Director of Health in the making of rules and regulations and
in respect to any matters relating to public health and sanitation
in the Town.
B.
The Board may advise the Director of Health, the Director
of Social Services, other administrative officials and the Town Council
in the planning of community health programs and policies. The Board
may hold public hearings to ascertain community health needs. With
the consent of the Council, the Board shall establish a mental health
program and may undertake such educational and other activities to
implement the mental health program of this community as it deems
necessary or desirable.
C.
The Board shall establish official contact with the
State Department of Health, the State Department of Mental Health
and with all other bodies, public or private, organized for similar
purposes as it deems necessary and desirable.
