A Department of Human Services is hereby created under the authority of Section 1 of Chapter VI of the Town Charter. Said department may also identify itself as the Department of Social Services and be identified herein as such.

A. 
The Department of Social Services shall be headed by a Director of Social Services, who shall be appointed by and responsible to the Town Manager. Such Director shall be the Director of Health and shall be vested with the exercise within the Town of all powers, privileges and duties as are vested in and imposed upon town health officers under the Connecticut General Statutes.
B. 
The Department of Social Services shall include, unless otherwise directed by the Town Manager, the following Divisions:
(1) 
Housing Services.
(2) 
Health Services.
C. 
The Department of Social Services shall be responsible for:
(1) 
The planning, coordination and direction of public health services.
(2) 
Housing, social services and general assistance.
(3) 
Senior citizens' programs.
D. 
The Department of Social Services shall analyze and determine the need for health, housing and social service programs in the community, shall take such action or make such recommendations as necessary to promote the meeting of such needs and shall cooperate with private or other governmental agencies in the promotion or conduct of necessary programs.

The Department of Social Services shall be vested with the exercise within the Town of all the powers and duties relating to poor, infirm and dependent persons as are vested by law in the Selectmen of towns or as otherwise provided in the Connecticut General Statutes.

Public assistance payments not reimbursable by the State of Connecticut may be made to qualified local recipients, at the discretion of the Department of Social Services, up to an amount appropriated annually by the Town Council under the heading "Local Assistance."
