The Department of Employee Services is hereby created under the authority of Section 1 of Chapter VI of the Town Charter. Said department may also identify itself as the Department of Human Resources and be identified herein as such.

The Department of Human Resources shall be headed by a Director of Human Resources, who shall be appointed by and responsible to the Town Manager.

A. 
The Department of Human Resources shall include, unless otherwise directed by the Town Manager, the following divisions:
(1) 
Employee Benefits.
(2) 
Personnel and Employee Development.
B. 
The Department of Personnel, established pursuant to § 12-1 of this chapter, shall be a division of the Department of Human Resources and shall be headed by a Director of Personnel, who shall be responsible for implementing the provisions of Chapter VIII of the Charter relating to the merit system.
