The provisions of C.G.S. §§ 8-31a to 8-37a, inclusive, are hereby adopted.
When used in this article, the following terms shall have the meanings herein ascribed to them:
REGIONAL PLANNING AGENCY
The agency created under the provisions of C.G.S. § 8-31a by action of two or more towns within the planning region of the state in which the Town is located, as such region is defined or redefined by the Connecticut Development Commission under the provisions of C.G.S. § 32-7.
REPRESENTATIVES
The two representatives from the Town on the Regional Planning Agency.

The Town Council shall appoint two representatives on the Regional Planning Agency. No person shall be appointed as a representative nor continue to serve in such capacity unless such person is an elector of the Town.
The term of a representative on the Regional Planning Agency shall be for a period of five years beginning January 1 and ending December 31.
The Town Council shall name one of the representatives on the Regional Planning Agency as the representative in charge, and it shall be the representative's duty every six months and at such other times as the Council shall request to report to the Town Council the doings of the Regional Planning Agency and the representatives.[1]
