Any person licensed pursuant to Chapter 414 of the Connecticut General
Statutes to engage in or carry on the business of purchasing gold or gold-plated
ware, silver or silver-plated ware, platinum ware, watches, jewelry, precious
stones or coins shall be subject to the provisions of this chapter and shall
obtain a license from the Chief of Police annually. The fee for said license
shall be $10.
A licensee shall make a weekly sworn statement to the Chief of Police
describing the goods received and setting forth the name and address of each
person from whom goods were purchased, the price paid for them and the date
and time of each transaction. Each licensee shall demand positive identification
from the person selling any article, and the type or form of identification
provided in each transaction shall also be noted in the weekly sworn statement.
Each licensee shall only pay for goods received by check, draft or money order,
and no cash shall be transferred to either party in the course of a transaction
subject to this chapter.
A.Â
A licensee shall retain the goods purchased for a period
of not less than 10 business days after submission of the weekly sworn statement
upon which said goods are listed. The Chief of Police or designee may, in
his or her discretion, permit a licensee to sell purchased goods prior to
the expiration of the ten-business-day period after he or she inspects the
retained goods and makes a determination that there is no probable cause to
believe they are stolen goods.

A licensee shall mark each of the goods retained to identify
the date of purchase and the name and address of the seller.
C.Â
All retained goods purchased in a single transaction
shall be stored together in a manner and place to segregate them from other
goods.
D.Â
In order to facilitate the statutory right of the police
to inspect the purchased goods, the licensee shall store the goods in an orderly
manner in alphabetical order according to the seller's last name.
Violation of any of the requirements of this chapter shall be punishable
by a fine in the amount of $90.
