A. 
Service charges to the user for the availability of sanitary sewer infrastructure will be calculated per equivalent dwelling unit (EDU). An EDU shall be determined in accordance with § 128-18. For the purposes of calculating the quarterly charges, fractional EDUs shall be rounded up to the nearest tenth. Charges shall be included on the annual tax assessment rolls as provided in Title 9 Delaware Code, Part III, Chapter 45, Sewers and Water, § 4508, Service Charges: amount and application, and § 4509, Power to make charges; liability of user; computation of rates.
B. 
Service charges shall accrue once the system has been made legally and technically available to the user and written notice has been received from the Department of Public Works. Upon connection, payment shall be due for the whole quarter, regardless of when the property was connected to the sewer system during the covered quarter.
C. 
Payment of the quarterly service charge shall be required, even during periods where no wastewater flow occurs from the establishment.
