A. 
Property owner(s) and/or developer(s) within the growth zone may request that the County operate and maintain a community sewer system if it is designed in accordance with Chapter 180 of the Kent County Code, and properly permitted by DNREC under the regulations governing on-site disposal systems. Said request must be made in the form of a sanitary sewer district expansion or creation at the discretion of the Levy Court. The Department will charge sufficient fees to said sanitary sewer district to ensure that all administrative, maintenance, and operational costs are recovered. Such fees will be established annually by the Levy Court via the appropriate district assessment rate.
B. 
If a community sewer system is connected to the County sewer system in the future, main system capital improvement fees and sanitary sewer district expansion fees will apply.
