In accordance with the provisions of N.J.S.A.

parking spaces. Such spaces are for use by persons who have been issued
special identification cards or plates or placards by the Division
of Motor Vehicles, or a temporary placard issued by the Chief of Police.

A.
Any owner of a public building within the Township
for which off-street parking is provided shall provide no less than
one handicapped parking space for every 15 spaces of public parking
available to it until the total number of spaces totals 60. Thereafter,
one handicapped parking space shall be provided for every additional
50 parking spaces. The handicapped parking spaces shall be conveniently
located adjacent to the public building entrance.
B.
Prior to the designation of such handicapped parking
spaces, the owner shall be required to submit a location plan to the
Police Department of the Township for approval. Failure of the Police
Department to approve or deny within ten days after receipt of such
plan shall be deemed a plan approval. If the Police Department disapproves
the plan, (s)he shall notify the owner and the Township Clerk. Thereafter,
within 30 days the Township Council shall hold a public hearing on
the owner's proposed handicapped parking plan. At that time, the owner
and Police Department shall be given an opportunity to be heard. The
Township Council, by resolution, shall accept or modify the owner's
proposed handicapped parking plan. The terms and conditions of the
resolution shall constitute the approved handicapped parking plan.
The decision of the Township Council shall be rendered within 30 days
after the public hearing. Failure of the Township Council to render
a decision, by resolution, within the required thirty-day period,
shall constitute an approval of the owner's proposed handicapped parking
plan.
C.
No certificate of occupancy shall be issued for any
building or structure defined as a public building until such time
as the required handicapped parking space(s) are provided by the owner
thereof.
D.
Handicapped parking spaces shall be provided at the
municipal building and all other public buildings constructed by the
Township, and all other buildings as required by N.J.S.A. 52:32-4.
E.
A person shall be deemed to be in violation of this
section if, after ten days' written notice is given by the Police
Department or other duly designated Township official, said person
fails to then comply with this section. Any person convicted of a
violation of this section shall be subject to the payment of a fine
not to exceed $250. If such violation continues after such ten-day
period, it shall constitute a separate offense.

40:48-2.46, the following off-street parking yards are designated
as handicapped parking areas. Such spaces are for use by persons who
have been issued special identification cards, plates or placards
by the Division of Motor Vehicles, or a temporary placard issued by

The owners of the premises referred to in §§ 260-39, 260-40 and 260-42 shall provide and install signs and pavement markings for each parking space reserved for the use of handicapped persons, which signs and markings shall be in accordance with the Manual on Uniform Traffic Control Devices. The cost of procurement and installation of the signs and pavement markings shall be the responsibility of the owner of said property. The owner shall, subsequent to initial procurement and installation, maintain such signs and pavement markings in good condition at no cost or expense to the municipality. The owner shall be responsible for the repair and restoration of same.
A.
Prior to the issuance of any summons, the officer
or other designated person shall place on the vehicle a notice of
intention to issue a summons. The notice shall advise the vehicle
operator that, unless satisfactory explanation is made within 10 days
to the Police Department as to why that motor vehicle was so placed
in a space reserved for handicapped persons, a summons for a parking
violation, as defined by this article, shall issue. Such notice shall
be in such form as to enable the operator of the motor vehicle to
insert his/her explanation.
B.
In the event that the motorist shall fail to reply
on the notice form provided or in the event the explanation given
evidences a violation of this article, the officer or designated person
shall cause a summons to be issued for violation of this article.
