In any PACC Planned Adult Citizen Community District, land, buildings or premises shall be used by right only for only one of the following:
A. 
Any use permitted in Article XV, H High Density Residential District, subject to the provisions of § 285-81.
B. 
Residential units for projects known as assisted living, continuous care, congregate care, or similar names which describe a facility with combined residential and health-care facilities. Associated support facilities may include kitchens, dining rooms, recreation facilities, meeting rooms, community clubhouse buildings, and medical facilities for various levels of health care.
C. 
If approved by the Planning Board, any permitted use as specified in Article XVIII, HC Highway Commercial District, subject to all of the requirements of that article and further provided that:
(1) 
The entire tract must be designed as a single entity according to a plan that may include both residential and nonresidential uses.
(2) 
The minimum contiguous acreage for the entire project shall be not less than 10 acres if nonresidential uses are included.
(3) 
The nonresidential land area, if included, shall not be less than 20% of the entire project area.
(4) 
Nonresidential land area shall not be used to calculate residential densities.
(5) 
Prior to the issuance of the residential building permit for the 75% residential unit, the applicant shall have completed 25% of the gross floor area of the nonresidential uses; and prior to the issuance of the residential building permit for the 90% residential unit, the applicant shall have completed 50% of the gross floor area of the nonresidential uses.
A. 
Permanent residents of a PACC Planned Adult Citizen Community District must be at least 55 years of age, except that the spouse or an immediate member of the family, other than a child of such permanent resident, or a live-in domestic, companion or nurse, may be a permanent resident regardless of his/her age. Permanent residents are defined as people who live in the units more than 25% of the time.

B. 
A maximum of one child, age 19 or older, may also reside as a permanent resident with his/her parent or parents.
C. 
In no event, however, shall there be more than three permanent residents in any one residential dwelling unit.
All accessory uses permitted in the MH Medium High Density Residential District shall be allowed.

A. 
The requirements for the MH Medium High Density Residential District shall apply, except that the maximum density shall not exceed 15 units per gross acre of residentially zoned land and shall be subject to the same density evaluation factors as provided in §§ 285-81 and 285-83.
B. 
For the purposes of density calculations, facilities with nursing beds or similar operations shall be calculated as one unit for every two beds.
The requirements for the MH Medium High Density Residential District shall apply.
The following studies shall be submitted by the applicant to evaluate the impact of the proposed project on the community and to determine if the needs of the future residents will be met:
A. 
Traffic impact report.
B. 
Public transportation system, to include, but not limited to, route locations, stops, bus shelters and frequency of service.
C. 
Medical and safety facility, including means of access thereto and location of hospitals, clinics, fire, police and first aid squads.
D. 
Social agencies, including means of access thereto and location of public and private agencies.
E. 
Retail facilities, including location and means of access to shopping facilities.
F. 
Fiscal impact, including evaluation of impact on the community.
Among the more important aspects of adult communities is the need to have minimal housing maintenance costs, safety and a social focal point. Therefore the following design features shall be addressed by the applicant:
A. 
The type of all exterior materials shall be listed.
B. 
Insulation factors should be listed, as well as any other design features that will reduce maintenance and operating costs.
C. 
A social focal point shall be created as follows:
(1) 
Under 300 units: use of outdoor features, such as gazebos and sitting areas.
(2) 
Over 300 units: day center, building clubhouse, recreation center with facilities, such as saunas, exercise rooms, card rooms, library, woodworking shop, photo lab, billiard room, arts and crafts, lounge, auditorium, kitchen, swimming pool.
D. 
Illumination of all walkways.
E. 
Separate utility meters.
F. 
Soundproofing between units.
G. 
Use of central fire alarm stations.
H. 
Smoke detectors in all units.
I. 
Interior security systems.
J. 
Washer-dryer facilities in each unit.
K. 
Means of garbage storage and removal.
L. 
Location and type of mailboxes.
M. 
Walking path systems, exercise trails.
N. 
Design of door openings, stairs, ramps and the like to facilitate handicapped persons.
O. 
Landscaped buffers shall be provided wherever necessary, as determined by the Planning Board.
P. 
The recreation facilities specified in § 285-177 shall not be followed, but shall be replaced with other recreation facilities designed specifically for each project, as approved by the Planning Board.
Q. 
The Township shall review and approve as part of the preliminary application the following documents where applicable to condominium and homeowners' associations:
(1) 
Public offering statements.
(2) 
Master deed.
(3) 
Dedication of covenants and restrictions.
(4) 
Bylaws, rules and regulations.
(5) 
Articles of Incorporation of condominium association.
(6) 
Fee and budget proposals.
(7) 
Any other documents deemed necessary by the Township for protection of the health, safety and welfare of future residents.
R. 
Responsibility for the following functions shall be identified:
(1) 
Home exterior maintenance.
(2) 
Lot maintenance, snow removal, garbage collection.
(3) 
Recreation and amenities maintenance.
(4) 
Road repairs.
(5) 
Lighting.
(6) 
Insurance.
(7) 
Security.
(8) 
Common utilities.
(9) 
Taxes.
