A.
The objective of this district is to encourage mixed
use development of office and certain commercial uses and related
development plans. The OMU requires innovative design and planning
in order to promote more efficient use of land and public facilities.
B.
The development should consist of a harmonious grouping
of buildings and uses, circulation, parking and open space contained
on an integral, cohesive plan.
C.
This plan should address a unified architectural theme
as well as a master land use plan.
It is the purpose of the OMU District:
A.
To create a mixed use environment which emphasizes
pedestrian circulation among certain commercial and office uses, attractive
civic spaces, squares and green areas which would provide a commercial
and office area with its own particular identity.
B.
To encourage one or more unified architectural styles
that bring harmony and balance to the entire project.
C.
To encourage the central location of various commercial
and office uses in order to provide an area where the citizens from
inside and outside of Washington Township can receive professional
and business services in one location without dependence upon the
automobile,
D.
To encourage disbursed parking spaces, the sharing
of parking and to discourage large parking lots and paved areas.
It is recognized that the purposes stated above in § 285-286 may best be implemented by modifying some of the zoning and subdivision standards. The architectural character of the OMU District may require narrower streets and pavement, shared parking and interconnecting pedestrian walkways.
The minimum tract area shall be 50 acres to
be considered for an OMU Office Mixed Use District.
In any OMU Office Mixed Use District, land or
building shall be used by right only for one or more of the following:
Only accessory uses on the same lot with, and
customarily incidental to, any of the above permitted uses shall be
permitted.
The following area and bulk regulations shall
apply:
A.
Minimum lot size: 13,500 square feet.
B.
Minimum lot width: 100 feet.
C.
Minimum lot depth: 135 feet.
D.
Maximum lot coverage: 35%.
E.
Minimum front yard: 50 feet from all streets.
F.
Side yards: 20 feet aggregate total with a minimum
of eight feet, provided that when a written agreement is provided
by adjoining property owners, no side yard shall be required between
properties of separate ownership where two or more commercial uses
abut side to side. In the case of a series of abutting structures
paralleling a public right-of-way, an open and unobstructed passage
of at least 30 feet in width shall be provided at grade level at intervals
of not more than 200 feet.
G.
Minimum rear yard: 35 feet.
H.
Maximum building height: 50 feet.
A.
There must exist approved public water and public
sewer systems, which shall be available to each unit prior to the
issuance of building permits.
B.
All other applicable regulations of this chapter shall
be followed as required.
C.
For developments to be constructed over a period of
years, a phasing plan shall be submitted as part of the preliminary
plan for the entire concept.
D.
The buildings, sizes, shapes, site positions and architectural
design shall be considered along with the landscape and natural features.
