No person shall take water from any public fire hydrant or hose plug except for the use of a recognized fire company. No public fire hydrant shall be used for sprinkling the street, flushing sewers or gutters or for any other purpose without authorization of the Division of Water and Sewers.
The Chief of any fire company and his/her assistant officers may use public fire hydrants to extinguish fires, and also, with due care and to a reasonable extent, to use water for drills and tests. All such uses shall be under the supervision and direction of the Chief or his/her assistant officers. In no event shall an inexperienced or any incompetent person be permitted to manipulate or control in any way any fire hydrant.

All fire hydrants, when installed, shall be equipped with a shutoff valve. The location of a fire hydrant may, upon written request, be changed with the approval of the Division of Water and Sewers. The relocation of fire hydrants shall be made by the applicant at his cost. No hydrant shall be moved if such move will increase existing insurance rates.

When, in the judgment of the Division of Water and Sewers, it is practical, private fire service connections may be allowed for hydrants, hose connections or sprinkler systems on private property at the following rates:

The foregoing standby service fees shall not be charged to any fire protection system served by a water line of six inches or less in diameter that was installed on or after January 14, 2004.
B. 
Each applicant shall make application to the Building Department and Fire Prevention Bureau at a charge of $20. The applicant will list the name of the owner, address and lot and block number of the property, the size of the service line, total area in square feet to be sprinklered, number of yard hydrants and hose connections and a complete plot plan plat. Additional copies of the completed application must be provided for the Department of Public Works, Division of Water and Sewers, Assessor's Office and Revenue Collection Department.
