There is hereby established and created a commission
of City government to be known as the "Special Commission on the Fire
Service in the 90's." The Commission shall be a temporary special
agency of the City and shall have such powers and functions as hereinafter
set forth.
A.
The Commission shall consist of five members who shall
be appointed by the Mayor and serve at his pleasure.
B.
At least three of the members shall be residents of
the City or have their principal place of business in the City.
C.
The Commission shall act by majority vote of the entire
Commission. The Commission shall maintain a record of its proceedings
in such form as it may determine, but such record shall indicate attendance
and all votes cast by each member.
D.
The Mayor, the Common Council and the President of
the Albany Permanent Professional Firefighters Association shall each
be entitled to appoint a representative to act as a liaison to the
Commission and who shall act as an information resource for the Commission
but shall not be entitled to vote.
E.
The members of the Commission shall serve without
salary but shall be entitled to a per diem allowance as shall be determined
by the Board of Estimate and Apportionment as well as reimbursement
for actual and necessary expenses incurred in the performance of official
duties.
F.
The Commission may employ such consultants as it may
deem necessary to assist it in performing its functions.
The function of the Commission shall be to review
the operations, management, efficiency and productivity of the Albany
Fire Department and recommend to the Mayor and the Common Council
such measures relating to the operations, management, efficiency and
productivity of the Department as it deems appropriate to enhance
the delivery of fire-fighting and emergency medical services to the
citizens of the City of Albany.
The Commission created herein shall terminate
on the earlier of April 1, 1993, or the date when the Commission shall
deliver to the Mayor and the Common Council its final report.
