The Commissioner of Public Works is hereby authorized and empowered
to grant permission to newspapers published in the City of Albany to erect
bulletin boards at such points in the City as he may deem consistent with
the public interests. Before granting such permission he shall require plans
and specifications to be filed in his office, and no bulletin boards shall
be erected except in pursuance to such permit. The Commissioner shall designate
the location of such bulletin boards and may, at any time, revoke the permit
if, in his judgment, the public interests so require.
