A bus terminal exclusively for buses or motor vehicle lines operating between the City of Albany and points outside of said City of Albany is hereby created and located on the westerly side of the Plaza between a point 25 feet southerly of the northerly end of said Plaza and a point 25 feet northerly from the southerly end thereof.
All buses or motor vehicle lines operating between the City of Albany and points without the City of Albany will hereafter take on and discharge passengers and baggage at said terminal. No motor bus or motor vehicle operated on such bus lines shall continuously occupy said terminal for a period longer than 20 minutes.
The Commissioner of Public Works shall designate the limits of said terminal by proper markers or traffic signs.
A. 
No motor bus operated on any line operating between the City of Albany and points without the City of Albany shall be parked or allowed to remain standing on any public street within the City of Albany for any period whatsoever except on that portion of Quay Street located in the rear of the Delaware and Hudson Building, except as otherwise provided by this article.
B. 
Nothing in this section shall be construed to prohibit the taking on or discharging of passengers, baggage or freight at points other than herein specified, nor the reasonable parking of motor vehicles in the public streets in front of premises owned or occupied by the owners of such motor vehicles, subject to the general traffic ordinances of the City of Albany.

Any person or corporation violating any of the provisions of this article shall be punishable by a fine of not more than $100 or by imprisonment for not more than 30 days, or both.
