A.Â
All vacant lots within the City of Albany shall be
kept clean and free of litter, debris and hazards.
B.Â
Ground cover shall be properly established and maintained
to prevent undue soil erosion.
C.Â
Heavy undergrowth and/or accumulations of plant growth
which are noxious or detrimental to the public health, safety and
welfare shall be eliminated.

Any person who engages in unlawful conduct as
defined in this article shall be punishable by a fine of $100 for
the first offense. The fine for each subsequent offense shall increase
by $250 but may not exceed $1,000.
If any section, subsection, sentence, clause,
phrase or portion of this article is for any reason held invalid or
unconstitutional by any court of competent jurisdiction, such portion
shall be deemed a separate, distinct and independent provision, and
such holdings shall not affect the validity of the remaining portions
hereof.
