The City of Albany shall contain, on and after the effective date of
this local law, in addition to the territory theretofore contained within
its boundaries, the territory now within the Town of Bethlehem, described
as follows: all that tract, piece or parcel of land situate, lying and being
on the southerly side of Delaware Avenue and northerly side of the Normanskill
in the Town of Bethlehem, County of Albany and State of New York, being more
particularly bounded and described as follows:

  Beginning at a point in the southerly line of Delaware Avenue
at its intersection with the division line between lands of Graceland Cemetery,
Inc., on the northeast and lands of Michael and Anna DiBiase on the southwest,
said southerly line of Delaware Avenue being the division line between the
City of Albany and Town of Bethlehem; thence from said point or place of beginning
in a northeasterly direction along the southerly line of Delaware Avenue,
being also the original and present westerly line of lands of Graceland Cemetery,
and along the division line between the City of Albany and the Town of Bethlehem,
north 57º 00' east for a distance of 935.00 feet to a point; thence in
a southeasterly direction along the original and present northerly line of
lands of Graceland Cemetery and along the division line between the City of
Albany and Town of Bethlehem, south 49º 00' east for a distance of 1,019.70
feet to a point; thence in a northeasterly direction in part along the original
and present northerly line of lands of Graceland Cemetery and in part along
the original northerly line of lands of Graceland Cemetery and along the division
line between the City of Albany and Town of Bethlehem, north 57º 15'
east for a distance of 520.08 feet to a point; thence in a southeasterly direction
along the original northerly line of lands of Graceland Cemetery and along
the division line between the City of Albany and Town of Bethlehem, south
67º 00' east for a distance of 1,518.00 feet to a point; thence in a
southwesterly direction along the original easterly line of lands of the Graceland
Cemetery and along the division line between the City of Albany and Town of
Bethlehem, south 31 15' west for a distance of 679.80 feet to a point; thence
in a southeasterly direction along the original easterly line of lands of
Graceland Cemetery and along the division line between the City of Albany
and Town of Bethlehem, south 44º 00' east for a distance of 289.08 feet
to a point; thence in a general southerly direction along the original easterly
line of lands of Graceland Cemetery and along the division line between the
City of Albany and the Town of Bethlehem, the following fourteen (14) courses
and distances:

as it winds and turns for a distance of about 6,160.00 feet to the intersection
of said line with the southwesterly extension or prolongation of the original
and present westerly line of lands of Graceland Cemetery, said westerly line
of the Graceland Cemetery also being the division line between the City of
Albany and Town of Bethlehem; thence in a northeasterly direction along the
original and present westerly line of lands of Graceland Cemetery and along
the southwesterly prolongation of said line and along the division line between
the City of Albany and Town of Bethlehem, north 63º 00' east for a distance
of about 530.0 feet to a point; thence in a northerly direction along the
original westerly line of lands of Graceland Cemetery and along the division
line between the City of Albany and the Town of Bethlehem, north 00º
30' east for a distance of 90.00 feet to a point; thence in a northeasterly
direction along the original westerly line of lands of Graceland Cemetery
and along the division line between the City of Albany and the Town of Bethlehem,
north 52º 30' east for a distance of 250.00 feet to a point in the southerly
line of Delaware Avenue; thence in a northeasterly direction along the southerly
line of Delaware Avenue, being also the original westerly line of lands of
Graceland Cemetery and along the division line between the City of Albany
and the Town of Bethlehem, north 57º 00' east for a distance of 187.00
feet to the point or place of beginning and containing 240.3 acres, more or
less.

The territory described in § A381-1 of this local law is hereby annexed to the City of Albany pursuant to the provisions of § 714 of the General Municipal Law.
The territory described in § A381-1 of this local law shall be included in the First Ward of the City of Albany and shall be combined with the territorial boundary of the Seventh Election District and shall be designated as the Seventh Election District of said First Ward, said Seventh Election District being described as follows and intended to include the territory described above in § A381-1 hereof:

Beginning at a point in the center line of Delaware Avenue where it
is intersected by the center line of Southern Boulevard extended; thence southerly
along the center line of Delaware Avenue to a point in the vicinity of Delaware
Avenue Viaduct; thence southwesterly along the former City line to a point;
thence westerly and continuing along the former City line to the center line
of the Normanskill; thence southerly and easterly along the center line of
the Normanskill to the center line of Southern Boulevard (Route 9W); thence
northerly along the center line of Southern Boulevard to the center line of
the northern access ramp of the Governor Thomas E. Dewey Thruway; thence westerly
along said thruway ramp to the center line of Hoffman Avenue extended; thence
northerly along the center line of Hoffman Avenue and Hoffman Avenue extended
to the center line of McCarty Avenue; thence northerly along the center line
of McCarty Avenue to the center line of Southern Boulevard extended; thence
northerly along the center line of Southern Boulevard and Southern Boulevard
extended to the center line of Delaware Avenue, the point and place of beginning.
