No person(s) shall maliciously, willfully or negligently break, damage, destroy, uncover, deface or tamper with any structure, appurtenance or equipment which is part of the wastewater facilities. Any person(s) violating this provision shall be guilty of disorderly conduct as provided in § 123-1 of the Code of the Incorporated Village of Ocean Beach and, in addition thereto, shall be guilty of a violation of this chapter and shall be subject to the penalties under Article VII hereof.
