The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
A. 
Parking of any vehicle in the streets of the Village of Webster between the hours of 2:00 a.m. and 6:00 a.m. is hereby declared unlawful.
B. 
Parking is prohibited on spaces and zones on the streets of the Village as may be indicated by suitable signs erected by the Village authorities.
C. 
Parking of motor vehicles in any of the Village streets with motor running for longer than five minutes during the hours from 7:00 p.m. to 8:00 a.m. is hereby declared unlawful.
D. 
Time limitations on parking in sections of parking lots owned, leased or controlled by the Village of Webster shall be set by the Village Board, and signs and markings giving due notice of the permitted parking times shall be installed. All use of parking lots shall comply with the posted times. In the event of any violation, the Village may have the vehicle removed and impounded, with costs of removal and storage charged against the owner thereof.
E. 
Parking areas within parking lots owned, leased or controlled by the Village of Webster shall be designated by the Village Board. Signs and markings giving notice of the permitted parking areas shall be installed. No vehicle shall park outside of the designated areas. Any vehicle parked within a parking lot owned, leased, or controlled by the Village of Webster shall be parked wholly within one designated parking space and shall not extend into drive lanes or outside of designated parking areas. Trailers connected to a motor vehicle may park across two designated in-line parking spaces in a parking lot owned, leased, or controlled by the Village of Webster but shall not be parked in any lot between the hours of 2:00 a.m. and 6:00 p.m. Trailers which are not connected to a registered motor vehicle shall not be parked in a parking lot owned, leased, or controlled by the Village of Webster at any time. In the event of any violation, in addition to any other prosecution or penalties, the Village may have the vehicle removed and impounded with costs of removal and storage charged against the owner thereof.

F. 
Parking in any of the lots owned, leased or controlled by the Village of Webster of any vehicle which is not duly registered for use on the highways of the State of New York is hereby declared unlawful. The Village may have the vehicle removed and impounded, with costs of removal and storage charged against the owner thereof.[1]

A. 
Parking restricted in designated spaces. After establishment of specially marked parking spaces for handicapped persons, no person shall park a motor vehicle in such space, unless a handicapped person is either a passenger, driver or occupant of the vehicle and the vehicle contains a designation issued by the Commissioner of Motor Vehicles, pursuant to § 1203-a of the Vehicle and Traffic Law, which shall be displayed as required by the above statute, or the vehicle is registered pursuant to Vehicle and Traffic Law § 404-a and the vehicle is being used for the transportation of a severely disabled or handicapped person.

B. 
Location of designated spaces. The following locations are designated as handicapped parking spaces:
(1) 
On Main Street, south side, 50 feet east of the exit driveway of the Village Hall parking lot, one space.
(2) 
In the Village parking lot behind the Village Hall, the first three spaces closest to the Village Hall in the middle of the parking lot.

(3) 
On Lapham Park, west side, the first space closest to Main Street.
(4) 
In the Village parking lot, north of 39 West Main Street, the first space closest to the building on the east side of the parking lot.
(5) 
On the east side of South Avenue, the first space south of the south entrance to 12 South Avenue.

(6) 
On the south side of East Main Street, the western most space located in front of 37 East Main Street.

(7) 
Any space within the municipal boundaries of the Village of Webster designated as reserved for handicapped parking, and signed in accordance to § 1203-c(2)(a) or 1200(d) of the Vehicle and Traffic Law. Both on-street and off-street parking spaces shall be included in this provision.

No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule X (§ 156-41), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XI (§ 156-42), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XII (§ 156-43), attached to and made a part of this chapter.

No person shall park a vehicle between the hours specified in, or during certain events described in, Schedule XIII (§ 156-44) of any day, unless otherwise indicated, upon any street or parts of streets described in said schedule, attached to and made part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XIV (§ 156-45) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XV (§ 156-46) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVI (§ 156-47) at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XVII (§ 156-48), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XVIII (§ 156-49), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XIX (§ 156-50), attached to and made a part of this chapter, are hereby designated as bus stops.
