From and after the passage of this chapter, the entire charging control of the Borough Market shall be vested in Borough Council, who shall operate the same, establish rules and regulations as shall be necessary for the proper conduct of said market and take such other actions as it deems necessary with respect to the same by proper resolution. Borough Council may designate any or all of these duties to the Committee on Markets.
