There shall be a Director of Soldiers' and Sailors' Graves who shall be appointed by the Town Council and who shall hold office until the regular meeting of the Town Council in December in each even-numbered year. Biennially, the Director shall be appointed by the Town Council to serve for two years and until his successor is appointed.
The salary of the Director of Soldiers' and Sailors' Graves shall be as fixed by the Town Council each year.
The Director of Soldiers' and Sailors' Graves is authorized and empowered to undertake the care of any grave of any soldier or sailor who at any time served the United States in any war when such a grave appears to have been neglected or abandoned.
The Director of Soldiers' and Sailors' Graves, his agents or employees, may enter into and upon any public or private cemetery or burial place to clear any such grave of grass, weeds, brush, briars or rubbish; to repair or renovate fences, memorial stones or markers; and to perform such other tasks as may be necessary to restore and maintain such grave and its surrounding in a decent and orderly condition.
When any cemetery or burial place containing such grave is found by the Director of Soldiers' and Sailors' Graves to be under the control of some private owner or public authority, the Director shall obtain permission in writing from the person having such custody or control before entering into and upon the same; provided, however, that if no person can be found having the custody or control of such cemetery or burial place, the Director shall assume the right of entry and perform the duties herein specified.
